three for two years; and three for three years; and thereafter all
terms shall be for a period of three years. No person shall serve for
more than two full three-year terms. The tenth member of the Board
shall be an ex-officio member, who shall be designated by the State
Board of Agriculture, and who shall have all the rights and privileges
of the other members of the Board, except that he shall not have the
right to vote.] The Commission shall consist of NOT MORE THAN
nineteen persons, fifteen of whom shall be appointed by the Governor
for terms of three years as follows: (1) two from a list of not less
than four nominees representing the dairy segment; (2) two from a
list of not less than four nominees representing the poultry segment;
(3) one from a list of not less than two nominees representing the
livestock segment; (4) one from a list of not less than two nominees
representing the tobacco segment; (5) one from a list of not less than
two nominees representing the nursery segment; (6) one from, a list
of not less than two nominees representing the horticulture segment;
(7) one from a list of not less than two nominees representing the
field crops segment; (8) one from a list of not less than two nominees
representing the vegetable segment; (9) one from a list of not less
than two nominees of the veterinary profession; (10) one from a list
of not less than two nominees of the Maryland State Grange; (11)
one from a list of not less than two nominees of the Maryland Farm
Bureau; and (12) two without nomination appointed at large from
services related to agriculture. No appointed person shall serve for
more than two consecutive terms, provided that in the original ap-
pointment two members should be appointed for a one year term,
two for a two year term, and two for a three year term, so that five
new appointments may be made to the Commission each year. New
appointees shall be made from nominees of the industry, profession
or organization, the term of the member representing which is ex-
piring. The remaining four members of the Commission shall be
ex-officio members as provided for under Section 4-7 of this Article.
(d) [The chairman of the Board shall be selected by the members
from among their number. The Board shall also appoint a secretary,
and such other clerks and clerical help, with the salaries provided in
the budget. The Board shall meet at the call of the chairman, but is
required to meet at least four times annually.] The Commission may
elect from among its appointed members a President, Vice President,
CHAIRMAN, VICE-CHAIRMAN, Secretary and such other officers
as it may deem appropriate, which officers shall have the duties and
responsibilities usually incumbent upon such offices. The Commission
is required to meet every month in College Park, Maryland, or such
other place in Maryland, not less than once each month, as the Com-
mission may determine from time to timer , UNLESS BY MAJOR-
ITY VOTE IT DECIDES TO FOREGO A MEETING. The Commis-
sion shall employ a full time Executive Secretary whose minimum
duties shall be: (1) to coordinate and carry out the Commission's
policies; (2) to aid in the promotion of the Maryland agricultural
industry; (3) to be directly responsible for liaison between the seg-
ments of the agricultural industry and the Executive and Legislative
branches of the State and Federal governments; and (4) to work
with and in support of the State Board of Agriculture. (1) TO
CARRY OUT THE WORK OF THE COMMISSION; AND (2) TO
ASSIST THE STATE BOARD OF AGRICULTURE IN THE PRO-
MOTION OF THE AGRICULTURAL INDUSTRY. The salary of
the Executive Secretary shall be determined by the Commission and
