Section 1. Be it enacted by the General Assembly of Maryland,
That Section 249 (b) of Article 77 of the Annotated Code of Mary-
land (1965 Replacement Volume), title "Public Education," subtitle
"Chapter 26. University of Maryland," be and the same is hereby
repealed and re-enacted, with amendments, to read as follows:
249.
(b) The government of the University of Maryland shall be vested
in the Board of Regents of the University of Maryland. The Board
shall consist of [eleven] twelve members, citizens of this State, who
shall be appointed by the Governor, by and with the advice and con-
sent of the Senate. They shall serve without compensation but shall
be paid their reasonable and necessary expenses while engaged in
the discharge of their official duties. The present members of the
Board shall serve the terms for which appointed, and these members
shall each be eligible for one additional term of seven years, except
that the term expiring as of the first Monday in June, 1961, shall
be filled only for a three-year period, beginning the first Monday in
June, 1961; thereafter the term for this appointment shall be seven
years from the first Monday in June, 1964, and the appointee hold-
ing said three-year term shall be eligible to succeed himself for one
additional seven-year term. The terms of all members appointed in
1960, and thereafter, shall be for seven years from the first Monday
in June of the year of appointment, except that one of such terms,
to be determined by the Governor, and expiring as of the first
Monday in June, 1967, shall be extended for an additional three-year
period, such extended term to expire as of the first Monday in June,
1970, and such appointee shall be eligible to succeed himself for one
additional seven-year term. Except as herein otherwise provided, no
person originally appointed to the Board in 1960, and thereafter,
shall serve more than two full terms. Members appointed to fill
vacancies occurring during a term shall serve for the remainder of
the term, and they shall be eligible for reappointment to two full
terms on the Board. (Two] Three members shall be selected from
lists of nominees, which shall be submitted to the Governor by the
Maryland Agricultural Commission [State Grange and the Maryland
Farm Bureau, respectively,] and shall contain the names of at least
two nominees for each office to be filled [.]; provided that the initial
appointment of the twelfth member shall be from a list containing
the name of at least one nominee.
Sec. 2. And be it further enacted, That Sections 47 and 47A (b),
(c) and (d) of Article 66C of the Code (1967 Replacement Volume),
be and the same are hereby repealed and re-enacted, with amend-
ments, to read as follows:
47.
The State Board of Agriculture, immediately after its organization,
is empowered to make reasonable rules and bylaws not in conflict
with the Constitution and laws of this State for its regulation and
guidance, and repeal or amend the same as occasion may require.
It shall employ such executive officers, heads of departments, spe-
cialists, clerks, inspectors and assistants of every kind as it may
deem necessary to carry out in a thorough manner all powers and
duties now or hereafter assigned to it, prescribe their duties and
