gram, if any, and shall contain such other information as the De-
partment or the Commissioner may require. The warden or super-
intendent may, in his discretion, recommend such application to the
Commissioner. The Commissioner, or, in his absence, his designee
may approve, disapprove, or defer action on said recommendation.
In the event of approval the Commissioner or his designee shall
adopt a "work release plan" for such prisoner which shall contain
such terms and conditions as may be necessary and proper; and such
plan shall be signed by the prisoner prior to his participation in the
program. At any time after approval has been granted, it may be
revoked for any reason by the Commissioner.
(g) The court sentencing any person to the jurisdiction of the
Department of Correction may recommend, in its discretion, that
such prisoner be given immediate consideration by said Department
for placement on the "work release" program. Such recommendation
shall not have binding effect upon the Department.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section 249 (b)
of Article 77 of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Public Education," subtitle "Chapter 26.
University of Maryland," to increase the number of Regents of the
Board of Regents of the University of Maryland and to provide
the manner of selection of those members of said Board to repre-
sent the interests of agriculture in the State including the filling
of vacancies; TO CHANGE THE MANNER OF SELECTION OF
CERTAIN MEMBERS OF THE BOARD OF REGENTS OF THE
UNIVERSITY OF MARYLAND; to repeal and re-enact, with
amendments, Sections 47 and 47A (b), (c) and (d) of Article 66C
of said Code (1967 Replacement Volume), title "Natural Re-
sources," subtitle "Agriculture," subheading "In General," to pro-
vide for a standing Committee on Agricultural Activities of the
State Board of Agriculture and to regulate its composition, to pro-
vide for a Vice-President of the State Board of Agriculture who
shall have certain primary duties; to change the name and compo-
sition of the Agricultural Advisory Board of Maryland to the
Maryland Agricultural Commission; to regulate the number and
place of meetings of the Maryland Agricultural Commission and
to require a minimum number of annual co-meetings with the
State Board of Agriculture; to authorize the Maryland Agricul-
tural Commission to elect certain officers from its body and to
employ a full time Executive Secretary; to describe the minimum
duties of said Executive Secretary and to provide funds to defray
the expenses of his office and relating generally to the Board of
Regents of the University of Maryland and the agricultural inter-
ests of the State.
