authority to the American Red Cross upon request for all disabled
and convalescent patients, regardless of age, under their care and
supervision as a group for recreational purposes, to fish without
securing a fishing license.

(i) Reciprocal Fishing license.Residents of the State of Vir-
ginia and West Virginia who possess fishing licenses valid in their
respective states may fish by angling only in the waters of the Poto-
mac River above a point where the tide ebbs and flows without
obtaining licenses to do so, but such fishing shall be confined to the
river proper, not including its tributaries; Provided that the states
of Virginia and West Virginia shall first enter into a reciprocal
agreement with the Game and Inland Fish Commission and approved
by the Attorney General extending a like privilege of fishing on the
Potomac River from the Virginia and West Virginia banks of said
river to licensed residents of Maryland, without requiring said resi-
dents to obtain Virginia or West Virginia fishing licenses.

(j) Residents of the State of Pennsylvania who possess fishing
licenses valid in that state may fish by angling only in the waters of
the Conowingo and Youghiogheny Reservoirs without obtaining a
license to do so, but such fishing shall be confined to the reservoirs
proper, not including their tributaries; Provided that the State of
Pennsylvania shall first enter into a reciprocal agreement with the
Game and Inland Fish Commission and approved by the Attorney
General extending a like privilege of fishing on that portion of the
Conowingo and Youghiogheny reservoirs lying within the bound-
aries of the State of Pennsylvania to licensed residents of Maryland
without requiring said residents to obtain Pennsylvania fishing
licenses.

220. Penalty.

Any resident of the State of Maryland found guilty of fishing or
fishing for any species of fish in non-tidal waters without having
first procured an angler's license and having said license [, button,
or badge] displayed on person at time of said fishing, or for refusing
to show said license [, button, or badge] when demanded by the
Director or any [game warden] Wildlife Officer, sheriff, constable,
or other officer or [person] landowner or his representative or fail-
ing to display license on person where it is visible at all times, or
violating any of the other provisions of this subheading, shall be
deemed guilty of a misdemeanor and upon conviction thereof before
any Justice of the Peace or Court of Justice of the county or city
where the offense was committed shall be fined Ten Dollars ($10.00)
for each and every offense and shall stand committed to the county
jail or the Baltimore City Jail until such fine and costs are paid, but
such imprisonment shall not exceed ten (10) days for each offense.
Any non-resident of the State of Maryland found guilty of fishing or
fishing for any species of fish in non-tidal waters without having
first procured an angler's license and having said license [, button,
or badge] displayed on person at time of said fishing, or for refusing
to show said license [, button or badge] when demanded by the
Director or any [game warden] Wildlife Officer, sheriff, constable,
or other officer or [person] landowner or his representative, or
failing to display license on person where it is visible at all times, or
violating any of the other provisions of this sub-heading, shall be
deemed guilty of a misdemeanor and upon conviction thereof be-
