Sec. 4. And be it further enacted,, That Section 430 (a) of Arti-
cle 66½ of the Annotated Code of Maryland (1967 Replacement
Volume), title "Motor Vehicles," subtitle "Safety Standards for
Motor Vehicles," be and it is hereby repealed; and Section 429 (h)
of said Article, title and subtitle be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

429.

(h) "Division" means [the Automotive Safety Enforcement Divi-
sion of the State Police] such organizational subdivision of the State
Police as is designated by the Superintendent of State Police to ad-
minister the provisions of this subtitle.

430.

[(a) There is created within the State Police an Automotive
Safety Enforcement Division. It shall have such number of employees
as the Superintendent may direct and as may be provided in the
budget.]

Sec. 5. And be it further enacted, That the form of the organi-
zation of the Department of Maryland State Police existing on the
effective date of this Act, together with all rules, regulations, gen-
eral and special orders and other departmental directives relating
thereto, and then in effect for the government of the Department
shall continue in force pending exercise by the Department or Super-
intendent of the powers, duties, and responsibilities vested in him
by the provisions of this Act.

Sec. 6. And be it further enacted, That the Superintendent of
the Department of Maryland State Police in office on the effective
date of this Act shall continue in office for the balance of the term
for which he was appointed; and nothing contained in this Act shall
be construed to affect any act done by such Superintendent prior to
the effective date of this Act or to affect the salary, expenses or
other allowances to which the Superintendent is entitled by law.

Sec. 7. And be it further enacted, That all persons who are
employees of the Department of Maryland State Police, as defined
elsewhere in this Act, on the effective date hereof are hereby con-
firmed in the rank, grade or civilian classification which they hold
on such date; and any change in the rank, grade or civilian classifi-
cation, or in the salary or other compensation of such person may
be made only in accordance with the provisions of Section 1 of
this Act.

Sec. 8. And be it further enacted, That if any part of this Act,
or any section or part of a section hereof, shall be held to be uncon-
stitutional or invalid for any reason, such unconstitutionality or
invalidity shall not affect the validity of the remaining parts of this
Act, or any section or part of a section hereof, the General Assembly
hereby declaring that it would have passed the remaining parts of
this Act, or sections or parts of sections hereof, if such unconstitu-
tionality or invalidity had been known; and to this end, all parts,
sections, and parts of sections of this Act are declared to be severable.
