other law enforcement agencies, and certain other agencies of the
State and local subdivisions; to provide for the dissemination of
certain information; to provide for the qualifications, manner of
appointment, probationary status, compensation, promotion, sus-
pension, demotion, and termination of employment of employees
of the Department; to provide for the detention of certain pris-
oners arrested by employees of the Department; to provide for
the rendering of labor and services to the Department by certain
prisoners under sentence; to provide for the custody, return, sale,
and distribution of proceeds of certain personal property which
comes into possession of the Department; to provide for the audit
of the finances of the Department; to provide for representation
of the Department by the Attorney General of Maryland; to re-
peal certain obsolete provisions relating to the duties of the De-
partment with reference to driver training in high schools; to
provide for the effect of this Act upon the existing form of organ-
ization of the Department, the term, salary and allowances of the
incumbent Superintendent, and the rank, grade, and civilian classi-
fication of employees of the Department; to provide for the sever-
ability of the provisions of this Act; and relating generally to the
Department of Maryland State Police.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 through 30, 38 through 41, and 42 through 48, all
inclusive, of Article 88B of the Annotated Code of Maryland (1964
Replacement Volume and 1967 Supplement), title "State Police,"
subtitles, respectively, "In General," "Teletypewriter System," and
"Central Accident Records Bureau," be, and they are hereby, re-
pealed; and new Sections 1 through 29, inclusive, be, and they are
hereby, enacted in lieu thereof, to stand in the place of the sections
so repealed and to read as follows :

General Provisions

1.    Establishment of Department.

The Department of Maryland State Police as heretofore estab-
lished shall have powers and duties and shall be administered in
accordance with this Article.

2.    Definitions.

The following words shall have the meanings contained in this
section unless the context manifestly indicates a different meaning:

(a)   "Civilian classification" means the position held by a civilian
employee.

(b)  "Commissioned rank" means any of the four highest ranks
within the Department. "Noncommissioned rank" means any other
rank. Neither term includes the Superintendent.

(c)  "Department" means the Department of Maryland State
Police.

(d)   "Employee" means any employee of the Department. A "police
employee" is an employee to whom the Superintendent assigns the
powers contained in Section 4. A "civilian employee" is an employee
other than a police employee.
