rules and regulations for licensing and must give assurances [to the
Commission] of its ability to provide general hospital services.
568D. Procedural details in studying adequacy of hospital facilities.
In studying and considering the adequacy of hospital facilities for
the State of Maryland and for particular areas herein, these proce-
dural details shall be followed:
Each hospital which applies for a loan under the provisions of this
subheading shall submit complete data describing the facilities for
which application is made, the need for these facilities, and the
potential area to be served by them. Such information then shall be
considered by the [Commission] Department in relation to the rele-
vant facilities and plans of other hospitals in the State and in that
particular area.
Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1968.

to repeal Sections 38 through 41, inclusive, of said Article and
title, subtitle "Teletypewriter System"; to repeal Sections 42
through 48, inclusive, of said Article and title, subtitle "Central
Accident Records Bureau"; to add new Sections 1 through 29,
inclusive, to said Article and title; to repeal and re-enact with
amendments subsections (3), (4), and (5) of Section 212 of Article
77 of the Annotated Code of Maryland (1965 Replacement Vol-
ume), title "Public Education," subtitle "Chapter 18. High
Schools"; to add new subsection (c) to Section 31 of Article 88B
of the Annotated Code of Maryland (1964 Replacement Volume
and 1967 Supplement), title "State Police," subtitle "Pensions,"
and to repeal and re-enact, with amendments, subsection (1) (c)
of Section 53 of said Article and title, subtitle "State Police Retire-
ment System"; to repeal and re-enact with amendments Section
429 (h) and to repeal Section 430 (a) of Article 66½ of the
Annotated Code of Maryland (1967 Replacement Volume), title
"Motor Vehicles," subtitle "Safety Standards For Motor Vehicles" ;
to provide for the powers, duties, organizational structure, opera-
tion, and administration of the Department of Maryland State
Police and its employees; to provide for the effect of certain other
provisions of law upon the powers, duties, organization, admin-
istration, and operation of the Department as so constituted and
upon its employees; to provide for the appointment, term, duties,
powers, and removal of the Superintendent and Deputy Superin-
tendent of the Department; to provide means for effective coopera-
tion between and coordination of the efforts of the Department,
