Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 455 and am returning
it to you.
This bill would add to the membership of the Maryland Com-
mission on the Aging a special representative of the nursing home
industry.
Although I have signed a similar bill providing for the appoint-
ment of a representative of the nursing home industry to the State
Board of Health and Mental Hygiene, because of my belief that the
industry is intimately involved in matters over which the Board has
jurisdiction and influence and that it will contribute to the knowledge
and perceptivity of the Board, I am compelled to veto this bill because
of my equally strong belief that the Commission on the Aging is
constituted so that any representation of a specific industry or group
would be detrimental to its objectivity and possibly work some
impediment to its independent judgment and recommendations.
