Senate Bill No. 3—By Senator Malkus:

An Act to add new paragraph 14A to Section 1 of Chapter 4 of the
Acts of the General Assembly of 1967, to follow immediately after para-
graph 14 of Section 1 thereof, to require the State Department of Legis-
lative Reference to prepare and distribute periodically to newspapers
in the State synopses of the action and proceedings of the Maryland
Constitutional Convention of 1967, and to provide for the payment of the
costs therefor.

Read the first time and referred to the Committee on Rules.

Senate Bill No. 4—By Senators McGuirk and McCourt:

An Act to repeal Sections 283 (a) and (b) of Article 81 of the An-
notated Code of Maryland (1965 Replacement Volume), title "Revenue and
Taxes," subtitle "Income Tax," as amended by Chapter 142 of the Acts of
1967, and to enact new Sections 283 (a) and (b) in lieu thereof, to stand
in the place of the sections so repealed; to repeal and re-enact, with
amendments, Section 323 (a) of the said Article and subtitle of the Code,
as amended by Chapter 142 of the Acts of 1967, to authorize the Board
of Public Works to impose a local income tax on the residents of the
counties and Baltimore City, to fix the rate of such tax and the manner
of its collection and distribution, said tax to be in lieu of certain mandatory
and optional local taxes on income previously authorized by Chapter 142
of the Acts of 1967.

Senate Bill No. 5—By Senator Smelser:

An Act to repeal and re-enact, with amendments, Section 19(1) of
Article 52 of the Annotated Code of Maryland (1964 Replacement Volume
and 1966 Supplement), title "Justices of the Peace," subtitle "Criminal
Jurisdiction," to empower justices of the peace in Frederick County to
suspend sentence and place on probation before conviction or commitment
any person accused of a crime over which jurisdiction is obtained.

Senate Bill No. 6—By Senator Staten (By Request):

An Act to repeal Section 288(a) of Article 81 of the Annotated
Code of Maryland (1965 Replacement Volume), as amended by Chapter
142 of the 1967 Laws of Maryland, title "Revenue and Taxes," subtitle
"Income Tax," and to enact new Section 288 (a) in lieu thereof, to stand
in the place of the section so repealed; to repeal and re-enact, with amend-
ments, Sections 325 and 373 of said Article of the Code (1966 Supplement),
subtitles, respectively, "Retail Sales Tax Act" and "Maryland Use Tax,"
subheading, respectively "In General"; to add new Section 370(d) to the
said Article of the Code (1965 Replacement Volume), subtitle "Retail
Sales Tax Act," subheading "Disposition of Proceeds," to follow immedi-
ately after Section 370 (c) thereof, to provide for a change in the rate of
taxes on income of individuals in the State of Maryland to provide for
changes in the rates of Retail Sales Taxes and Maryland Use Taxes and
to provide for the disposition of a portion of the proceeds of Retail Sales
Taxes.
