an architect, engineer, or builder, and three (3) persons not connected
with plumbing or the building trade. One of the members shall be
appointed to a five year term; one to a four year term; one to a three
year term, and one to a one year term and as these terms expire all
terms shall be for five years. Said County Plumbing Board shall
meet at least once a month at the office of the Plumbing Board. The
Chairman shall receive fifteen dollars ($15.00) per meeting for
expenses and the other Board members shall receive ten dollars
($10.00) per meeting for expenses. In addition to the other duties
hereinafter set forth, it shall hear and decide all questions in dispute
between property owners, or their agents, and the plumbing
inspector. Said County Plumbing Board shall also act as adviser to
the County Commissioners with respect to the administration and
enforcement of the provisions of this law. Any person, firm or
corporation aggrieved by the decision of the County Plumbing Board
may appeal to the Circuit Court for Kent County.
Sec. 2. And be it further enacted, That the provisions of this
Act shall not affect the terms of the members of the Plumbing Board
in office on the effective date of the Act, but shall be applied on the
next term of these offices.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to add new Section 714B to Article 66C of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Natural Resources," subtitle "Oysters and Clams," to follow im-
mediately after Section 714A thereof, to provide soft shell clam
hydraulic dredge licensing requirements for Anne Arundel County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 714B be and it is hereby added to Article 66C of
the Annotated Code of Maryland (1957 Edition and 1966 Supple-
ment), title "Natural Resources," subtitle "Oysters and Clams," to
follow immediately after Section 714A thereof, and to read as
follows:
714B.
(a) Any person wishing to take or catch soft shell clams (mya
arenaria) with any hydraulic or mechanical dredge or rig in the
waters of Anne Arundel County or the waters of the Chesapeake Bay
adjacent thereto shall appear before the Department of Chesapeake
Bay Affairs or shall, by mail to said Department, make application
for a hydraulic or mechanical dredge or rig license. Every such
applicant shall exhibit to said Department satisfactory evidence
showing the name or number and size of the boat or rig; the size of
the blade, water manifold and conveyor or elevator on the boat or rig
