Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8(2) of Article 81 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Revenue and Taxes," subtitle
"What Shall Be Taxed and Where," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

8.

(2) All tangible personal properties located in this State,# by
whomsoever owned, including that owned or leased by the United
States, or any department or agency of the United States, to the
fullest extent possible under the Constitution of the United States
and laws of the United States pursuant thereto and in conformity
therewith, in the county and/or city in which the same are respec-
tively permanently located, provided that tangible personal property
located in this State, and not permanently located in any county
or city, shall, except as provided in paragraph (5), be subject to
taxation in the county and/or city in which the owner resides[.];
provided, however, that in Frederick County, the County Commis-
sioners shall have the authority to phase out, in a manner and at
such times as they may deem proper, any local County taxes imposed
pursuant to the authority granted in this Section.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 370
(House Bill 1085)

AN ACT to waive the provisions of Section 9 of Chapter 743 of the
Acts of 1965, said Section relating to the time by which projects
contained in the General Construction Loan of 1965 must be placed
under contract, insofar as the provisions of said Section relate
to an item contained in said Act for Frostburg State College and
relating to construction of Classroom-Fine Arts Building (equip-
ment to be requested later) and site improvements; and to extend
for two years, the period during which the said items may be
placed under contract.

Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 9 of Chapter 743 of the Acts of 1965,
be and they are hereby waived insofar as they impose a time for
placing under contract an item, Section 5(o)(3)(b), in said Chapter
743 and found on page 1113 of the Laws of 1965, making available
to Frostburg State College the sum of $1,680,000 for the construction
of a Classroom-Fine Arts Building (equipment to be requested later)
and the sum of $40,000 for site improvements. There shall be al-
lowed an additional period of two years, beginning on the effective
date of this Act, for placing these projects under contract. If these
projects shall not have been placed under contract within a period
of two years beginning on the effective date of this Act, then it
