Commission. The six persons so designated shall then select one
representative citizen of Washington County, and the seven persons
so designated shall constitute the "Washington County School Build-
ing Commission of 1967." Said Commission is authorized to make a
full and detailed study of the type of construction and plans of the
buildings constituting the projects enumerated herein, the type and
amount of equipment necessary therefor, and shall make a detailed
study of the costs thereof and obtain such other data as in the opinion
of said Commission is required to properly carry out the duties
hereby assigned to the Commission under the provisions hereof, and
shall from time to time make recommendations concerning the same
to the County Commissioners of Washington County and the Board
of Education of Washington County, which recommendations said
joint Boards shall consider, but which shall be advisory only and
shall not bind said Boards in any action which they may take. In
the event of a vacancy of the Commission by death, resignation, or
otherwise, such vacancy shall be filled by the Board or Boards, and
in the manner, by which the member of the Board whose vacancy is
being filled was originally selected.

Sec. 7. And be it further enacted, That this Act shall be known as
the "Washington County School Bond Act of 1967."

Sec. 8. And be it further enacted, That the various provisions of
this Act shall be regarded as separate and severable, and should any
section, sentence, clause or provision thereof be held invalid or uncon-
stitutional for any reason, the validity of the remaining parts hereof
shall not be affected thereby.

Sec. 9. And be it further enacted, That this Act shall take effect
June 1, 1967.

(House Bill 1010)

AN ACT to repeal and re-enact, with amendments, Section 45 (a)
of Article 78 of the Annotated Code of Maryland (1966 Supple-
ment), title "Public Service Commission Law," subtitle "Carrier
Companies," to include taxicabs operating within Hagerstown
under the jurisdiction of the Public Service Commission.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 45 (a) of Article 78 of the Annotated Code of Mary-
land (1966 Supplement), title "Public Service Commission Law,"
subtitle "Carrier Companies," be and is hereby repealed and re-
enacted, with amendments, to read as follows:

(a) No taxicab business shall be operated in any incorporated
city or town having a population of more than 50,000 persons or in
