to other county departments and to the general public. The cost of
publishing said reports shall be paid from the money appropriated
by the county council for the office of the judge.

80.

(a) The county council for Montgomery County shall appoint a
committee to be known as the Montgomery County juvenile court
committee, which shall be composed of such members as the county
council may appoint from time to time. One third of the members
of this committee shall be appointed for a term of one year; one
third for a term of two years; and one third for a term of three years.
Succeeding members shall be appointed for a term of three years to
fill vacancies caused by expiring terms of office. Vacancies in the
committee, caused by reasons other than expiration of terms, shall
be filled as they occur by appointments for the balance of the term
in which such vacancy or vacancies occur. The judges for juvenile
causes shall submit names of persons for the council to consider for
appointment to said committee.

(c) Said Montgomery County juvenile court committee shall
have the following powers and duties: To advise the judges for juve-
nile causes with regard to policies and procedures on all matters
within the jurisdiction of said court; to study and recommend to the
judge and said county council legislation relating to child welfare
and the prevention and control of juvenile delinquency; and to review
the annual budget request prepared by the senior judge before its
submission to the county council for Montgomery County.

81.

The senior judge shall appoint, fix the compensation of and remove,
subject to budget limitations and regulations of the county personnel
board, a supervisor of social work and such clerks, probation officers,
stenographers, and other personnel as may be necessary for the work
of his office. The supervisor of social work, under the supervision
of the judge, shall be in charge of all the social work of the court,
shall, in association with other social agencies of Montgomery County
and the Montgomery County juvenile court committee, study the
sources and causes of delinquency and assist in developing and cor-
relating community-wide plans for the prevention and treatment of
delinquency, shall direct and develop the investigation work of the
court, shall be responsible for the direct supervision and administra-
tion of the professional and clerical staffs of the court, and shall
make such reports to the judge as he may direct. The probation
officers shall be vested with the privileges and authority of con-
stables and shall perform such duties and be governed by such
regulations as may be prescribed by the judge, including the duty
of investigating complaints made to the court, and shall perform the
general duties of probation officers in relation to children under the
supervision of the court.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1967.
