(d) and 253(e) of Article 66½ of the Annotated Code of Maryland
(1957 Edition), title "Motor Vehicles," subtitle "Operation of Ve-
hicles upon Highways," subheading "Putting glass, etc., on highway
prohibited.", to read as follows:
253.
(d) Leaking or spilling loads.—All trucks operating on high-
ways shall be loaded in such a manner that reasonable care shall
be taken to prevent the load or any part thereof from falling or
spilling upon the highway in such manner as to create a traffic
hazard OR PUBLIC NUISANCE. It shall be unlawful for a person or
the persons responsible for construction or excavation work to permit
materials, dirt or debris to be loaded in such a manner that the load or
any part thereof shall fall or spill upon a public street or highway.
Further, should materials, dirt, or debris be so deposited upon a public
street or highway, the person, persons, firm or corporation responsible
for the construction or excavation work shall immediately PROMPT-
LY provide necessary personnel to remove same from the street or
highway immediately adjacent to the job site for a distance of not
more than 200 feet in either direction.
(e) Penalty.—Violation of this section shall be deemed to be a
misdemeanor and any person, persons, firm or corporation upon con-
viction shall be punishable by a fine of NOT TO EXCEED [one
($1.00) dollar to] one hundred ($100.00) dollars.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

(House Bill 181)
AN ACT to repeal and re-enact, with amendments, Section 20 (g)
of Article 36 of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Fees of Officers," subtitle "Justices of the
Peace," to increase the fee for filing a civil suit in the magistrate's
court of Cecil County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 20(g) of Article 36 of the Annotated Code of Mary-
land (1965 Replacement Volume), title "Fees of Officers," subtitle
"Justices of the Peace," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
20.
(g) In Cecil County, notwithstanding any other provisions of
this section, a fee of [$5.00] $8.00 shall be paid upon the filing of
any civil suit in the magistrate's court, which said fee shall con-
stitute the entire costs in the proceedings for both the Sheriff and
the magistrate, provided that poundage fees as now allowed shall
be continued; and for each defendant named in any suit in excess of
