THE SUM OF THREE HUNDRED THOUSAND DOLLARS ($300,-
000) APPROPRIATED FOR HEADQUARTERS OF THE DEPART-
MENT OF CORRECTION FOR THE ACQUISITION OF LAND FOR
A NEW MAXIMUM SECURITY INSTITUTION (APPROXIMATELY
300 ACRES) SHALL NOT BE EXPENDED UNTIL AFTER CON-
SIDERATION HAS BEEN GIVEN TO THE USE OF STATE-OWNED
LAND FOR THIS PURPOSE, AND THEN ONLY AFTER APPROVAL
BY THE BOARD OF PUBLIC WORKS: IF SUCH STATE-OWNED
LAND IS AVAILABLE AND SELECTED AS THE SITE FOR THE
MAXIMUM SECURITY INSTITUTION, THE FUNDS HEREIN AP-
PROPRIATED FOR THE PURCHASE OF SUCH LAND MAY BE
EXPENDED TO IMPLEMENT THE INITIAL STEPS REQUIRED TO
PROVIDE FOR A MAXIMUM SECURITY INSTITUTION, SUBJECT
TO THE APPROVAL OF THE BOARD OF PUBLIC WORKS.

EMPLOYEES' RETIREMENT SYSTEM OF THE STATE OF
MARYLAND—1967 DEFICIENCY APPROPRIATION

03.01.00.05 Social Security Contributions

To become available immediately upon passage
of the budget to supplement appropriation for
the fiscal year 1967 to provide for the balance
of a deficiency existing in the Social Security
Contribution program.
General Fund Appropriation........................          70,960

BOARD OF PUBLIC WORKS—1967 DEFICIENCY APPROPRIATION

06.03.00.43 Constitutional Convention Commission

To become available immediately upon passage
of this budget, to supplement appropriations
for the fiscal year 1967 in order to provide
funds to the counties and Baltimore City for
a Special election to be held in June 1967 in
which delegates to the Constitutional Con-
vention will be elected and for an orientation
seminar for the delegates.

General Fund Appropriation .................... 760,000

Sec. 2. And be it further enacted, That in order to carry out the
provisions of these appropriations, the Director of Budget and Pro-
curement is authorized:

(a) To allot all or any portion of the funds herein appropriated
to the various departments, boards, commissions, officers, schools and
institutions by monthly, quarterly or seasonal periods and by objects
of expense and may place any funds appropriated but not allotted in
contingency reserve available for subsequent allotment. Upon his
own initiative or upon the request of the head of any State agency,
the Director may authorize a change in the amount of funds so
allotted. The Director shall before the beginning of the fiscal year
file with the Comptroller of the Treasury his schedule of allotments,
if any. The Comptroller shall not authorize any expenditure or obli-
gation in excess of the allotment made and any expenditure so made
shall be illegal.
