revising the laws of Harford County with respect to leaving an
unlicensed junk motor vehicle or parts thereof on certain proper-
ties, making it unlawful in Harford County to park, store, or
leave or to permit the parking, storing, or leaving of certain motor
vehicles or part or parts thereof in certain places, and relating
generally to this offense and to the enforcement of this law and
the penalties for its violation.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 456A of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County", subtitle "Motor Vehicles
and Traffic", as said section was enacted by Chapter 135 of the Acts
of 1966, be and it is hereby repealed, and that a new Section 456A
be and it is hereby enacted in lieu thereof, to stand in the place of
the section so repealed, and to read as follows:

456 A.

(a)  It is unlawful in Harford County to park, store, or leave, or
to permit the parking, storing, or leaving of, any motor vehicle or
part or parts thereof, which is in a rusted, wrecked, junked, par-
tially dismantled, inoperative, or abandoned condition, whether or
not attended, upon any private or public property in Harford County
for a longer period than 72 hours
30 DAYS continuously. If the
vehicle or part or parts is completely enclosed within a building or is
stored in a regularly constituted junk yard it is not included within
the scope of this section.
NO VIOLATION SHALL ACCRUE
UNTIL SERVICE OF A WRITTEN NOTICE BY LEGAL PROC-
ESS OR REGISTERED MAIL BY THE STATE'S ATTORNEY
OF HARFORD COUNTY GIVING THE PROPERTY OWNER
FIFTEEN (15) DAYS TO DISCONTINUE THE UNLAWFUL
NUISANCE HEREIN DEFINED.

(b)  A violation of subsection (a) is a nuisance and a misdemeanor,
detrimental to the health, safety, and welfare of the inhabitants of
Harford County. It is the duty of the owner of the motor vehicle and
also of the owner of the private property, or of the lessee or other
person in possession of the private property, upon which the motor
vehicle or part or parts is located, to remove it from the private
property or to have it housed in a building
OR SCREENED FROM
PUBLIC VIEW where it will not be visible from a public street or
other private property.

(c)   Upon conviction, a violation of this section is subject to a fine
of twenty five dollars for each day after the first ten days the motor
vehicle, part or
parts is in violation.
OF NOT MORE THAN ONE
HUNDRED DOLLARS ($100.00).

(d) In addition to the criminal penalties provided by this section,

the motor vehicle, part, or parts may be impounded and sold under

the provisions of Section 456 of this subtitle.

(e) (D) This section does not apply or refer to motor vehicles,
part or parts in a regularly operated gasoline service station, garage,
or motor vehicle junk yard or "graveyard."

(f) (E) The State's Attorney and every peace officer in Harford
County, within the limits of their respective jurisdiction, are respon-
