County Commissioners shall levy upon all property subject to taxa-
tion within Prince George's County ad valorem taxes in rate and
amount sufficient to make up any such deficiency.

SEC. 4. AND BE IT FURTHER ENACTED, THAT NO EX-
PENDITURE OR USE OF THE PROCEEDS FROM THE BONDS
ISSUED BY THE COMMISSION AS THE SEPARATE MONT-
GOMERY COUNTY SERIES UNDER THIS SECTION 2 OF THIS
ACT SHALL BE MADE TO PAY THE COST OF ANY SYSTEM
OR PROJECT WHICH DOES NOT HAVE THE APPROVAL OF
THE COUNTY COUNCIL FOR MONTGOMERY COUNTY PRIOR
TO SUCH EXPENDITURE OR USE OF PROCEEDS. SUCH
PRIOR APPROVAL SHALL BE OBTAINED IN THE FOLLOW-
ING MANNER: SUBSEQUENT TO THE HEARING HELD BY
THE COMMISSION, AS PROVIDED FOR IN SECTION 3 OF THE
AFORESAID CHAPTER 526, AS AMENDED, ON THE SYSTEM
OR PROJECT WHICH THE COMMISSION CONTEMPLATES
FOR CONSTRUCTION; OR PRIOR TO THE COMMISSION AP-
PROVAL OF A CONTRIBUTION PROJECT AS PROVIDED IN
SECTION 6 OF THE AFORESAID CHAPTER 526, AS
AMENDED; THE COMMISSION SHALL SUBMIT THE DESIGN,
LAYOUT, OR DESCRIPTION OF THE PROPOSED CONSTRUC-
TION AND THE ESTIMATED COST THEREOF TO THE
COUNTY COUNCIL FOR MONTGOMERY COUNTY FOR ITS
APPROVAL. WITHIN FORTY-FIVE DAYS AFTER RECEIPT
OF THE FOREGOING INFORMATION, THE COUNCIL SHALL
EITHER APPROVE, WITH OR WITHOUT MODIFICATION, OR
DISAPPROVE THE SAME. FAILURE OF THE COUNCIL TO
SO ACT WITHIN THE SAID FORTY-FIVE DAYS SHALL CON-
STITUTE AN APPROVAL FOR THE PURPOSES OF THIS SEC-
TION. THE AFOREGOING REQUIREMENT SHALL NOT
APPLY, HOWEVER, TO PROJECTS TO BE CONSTRUCTED
SOLELY WITHIN THE JURISDICTION OF AN INCORPO-
RATED MUNICIPALITY.

Sec. 4 5. And be it further enacted, That in the event the first
or second maturing interest payment on any of said bonds or notes
becomes due before the levy and collection of the taxes herein au-
thorized, the Commission may advance the interest due at said first
or second interest paying period out of the proceeds of the sale of
said bonds or notes.

Sec. 5 6. And be it further enacted, That this Act shall take effect
June 1, 1967.
