forth in a general narrative statement and on a map; (5) the demon-
strated need for each project which will include a presentation of
appropriate facts justifying such proposed construction and (6) the
estimated cost of each construction item in the program. Any mate-
rial change in the finally adopted five-year program, excluding only
normal deviations from the listed estimated costs shall require an
amendment of the program in accordance with the provisions of this
section. With the programs the Commission shall also submit the
same information for all projects which have been previously ap-
proved with respect to which a construction contract has not been
let and one year has elapsed since the last date of approval. For the
purposes of this section, the five-year projected programs of major
extensions of sewer and water facilities shall include sewer mains of
fifteen inches or over, water mains of sixteen inches or over, sewage
or water pumping stations, force mains, storage and other major
facilities, except such [with respect to] water mains £, those] which
will provide only local service and may be of a hereinabove men-
tioned size merely as a small segment of a future main so as to avoid
unnecessary and uneconomical duplication at the time of construc-
tion of a subsequent major project. The program shall indicate, by
project, those lines for which construction contributions have been
made or committed, together with the amounts of such contributions,
as of the date of the preparations of the proposed program. Each
program shall be available to public view and inspection at the Com-
mission offices and a reasonable number of copies shall be made avail-
able to satisfy all reasonable requests therefor.
[(b)] (c) Recommendations of Park and Planning Commission.
Fifty or more days before the required adoption date of its annual
five-year sewer and water construction programs, the Commission
shall transmit to the Maryland-National Capital Park and Planning
Commission its proposed programs, along with a general statement
in explanation of each. The Sanitary Commission shall not there-
after adopt its final construction programs for the ensuing five years
until it shall have received from said Park and Planning Commission
its comment and recommendations on the proposed programs or until
twenty-five days shall have passed, whichever shall be sooner. If the
Park and Planning Commission shall recommend any changes or
deletions in the proposed program, it shall state its reasons therefor,
in writing, and the Sanitary Commission shall re-examine its pro-
posed programs and give due weight to the recommendations of said
Park and Planning Commission before final adoption of the pro-
grams, it being the intent of the General Assembly that the two Com-
missions shall make every reasonable effort to reach agreement with
respect to the programs required by this section, but that the Sanitary
Commission's right to make the final decision in the event of dis-
agreement shall not be impaired, except as hereinafter provided. If
the Sanitary Commission shall propose a resolution amending any
duly adopted construction program in accordance with this section,
such proposed resolution. ANY RESOLUTION PROPOSING AN
INTERIM AMENDMENT TO A FIVE YEAR WATER OR SEWER
PROGRAM shall, before final adoption, be transmitted along with a
statement of explanation, to the said Park and Planning Commission
and the same procedures shall be followed as set forth herein for the
five-year program and annual revisions thereof.
