Whereas, it has been determined that now it would not be in the
best interests of the City to borrow the forementioned sum of
$2,300,000.00 for the specific purposes mentioned in Section 3 (B)
of said Chapter 1; now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3 (B) of Chapter 1 of the Laws of Maryland of 1963
be and the same is hereby repealed.
Sec. 2. And be it further enacted, That inasmuch as Section 3
(B) of Chapter 1 of the Laws of Maryland of 1963 is repealed by
this Act, the total amount of debt which the City is authorized to
create under the terms and provisions of Chapter 1 of the Laws of
Maryland of 1963, and particularly Section 1 (a) thereof, is hereby
reduced from the amount of $8,800,000.00 to an amount not exceed-
ing $6,500,000.00.
Sec. 3. And be it further enacted, That nothing contained in
this Act shall be taken or construed to:
(a) Change, alter or modify any of the terms and provisions of
Chapter 1 of the Laws of Maryland of 1963, except in the manner
and to the extent specifically set forth herein;
(b) Change, alter, modify or release any of the obligations or
liabilities which the City has incurred or may incur under the terms
and provisions of any bonds which the City has heretofore issued
and sold pursuant to the legislation hereinbefore mentioned; and
(c) Change, alter or modify any of the power and authority vested
in the City to hereafter issue and sell its bonds in accordance with
the terms and provisions of Chapter 1 of the Laws of Maryland of
1963, Ordinance No. 301, approved July 3, 1964, Ordinance No. 1528,
approved February 21, 1963, and Ordinance No. 1530, approved Feb-
ruary 21, 1963.
Sec. 4. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 187
(Senate Bill 535)
AN ACT to add new Section 321A to Article 66½ of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Motor Vehicles," subtitle "Offenses and Prosecutions," to fol-
low immediately after Section 321 thereof, to authorize the Mary-
land State Police to issue a summons to operators of non-resident
commercial motor vehicles under certain conditions and to provide
penalties for failure to obey a summons so issued.
