accordingly. The provisions of this subsection are subject to the
requirements of Section 18A of this Article [88A of this Code}.
(c) [The County Welfare Board of Carroll County shall submit
to the County Commissioners of said county within one month fol-
lowing the close of each fiscal year, a complete statistical report of the
activities of said County Board during the said year. The report
shall contain detailed data of the various programs, itemized expenses
and disbursements in connection therewith, itemized administrative
expenses and any other data deemed necessary by said County Com-
missioners.]
Each local welfare director has a general administrative responsi-
bility to the State Department of Public Welfare. Specifically, by
way of example and not in limitation, each local welfare director
has the following basic responsibilities:
(a) long-range and short-range planning for the functions and
objectives of the respective local welfare department;
(2) exercise of full administrative responsibility for the opera-
tions of the respective local welfare department;
(3) appointment of all personnel of the respective local welfare
department in the county involved, from State Merit System lists
under the provisions of Article 64A of this Code; provided that the
appointment of the personnel of the Department of Public Welfare
in Baltimore City shall be in accordance with the provisions of
Section 2 of this Article;
(4) improvement of administrative and social work practices
and procedures;
(5) submission of periodic reports and evaluations as required
by the State Department of Public Welfare; and
(6) submission of an annual report to the board of the respective
local welfare department in the counties and to the Welfare Com-
mission of the local welfare department in Baltimore City.
All local welfare directors shall have such other responsibilities as
may from time to time be required of them by the State Department
of Public Welfare or by other applicable laws, rules and regulations.
14.
[(a) Each county welfare board shall consist of seven persons,
one of whom shall be a county commissioner of the county in which
such board is to function. Said county commissioner shall be an ex
officio member of the board, and each year the board of county com-
missioners shall designate which of its members shall so serve. All
members of the county boards shall serve without pay, except that
they may receive reimbursement for their expenses incurred in at-
tending meetings.
(b) The members of each county board, except the county com-
missioner serving thereon, shall be appointed for six-year terms, to
expire on May 31st of the respective years of expiration, or until
their successors are appointed. Upon the expiration of a six-year
term, the appointee shall be ineligible for reappointment to a second
