LEASE AND/OR OPERATE FACILITIES IN SUCH NEW
MARKET AS MAY BE CONSTRUCTED.

(c) The authority, powers and duties provided in this Section
shall be contingent upon and become effective only in the event that
the Mayor and City Council of Baltimore by appropriate action re-
linquishes all of its right, title and interest in the tract of land con-
veyed by the Mayor and City Council of Baltimore to the New Marsh
Wholesale Produce Market Authority, said conveyance having been
made pursuant to Ordinance No. 1019, approved July 11, 1957.

(a)    An advisory council is created with the function to consult
with the members of the Authority from time to time. The council
has no vote upon the Authority but may be consulted regularly or
from time to time by the Authority, and, upon the invitation of the
Authority, shall attend meetings of the Authority, either as a group
or individually. The Authority shall submit to the council all pro-
posals which may or will materially affect the interests of Market
tenants or operations, and shall give sufficient notice to the council
of these proposals to allow the council to submit to the Authority
comments and recommendations concerning such proposals. These
comments and recommendations must be considered by the Author-
ity before action on the proposals, but they shall not be in any way
binding upon the Authority. The council must submit its comments
and recommendations to the Authority within thirty days after re-
ceipt by it of these proposals from the Authority, unless the Authority
deems the matter involved to be of such urgency as to require prompt
action, in which case the council shall submit its comments and
recommendations within five days.

(b)    The advisory council shall be composed of a representative
of each of the following areas concerned with Market operations:
(1) seafood; (2) butter, eggs and dairy products; (3) fresh fruits
and vegetables; (4) meats; (5) groceries; (6) poultry; (7) com-
mercial storage; (8) transportation; (9) growers; and (10) Dean of
the College of Agriculture of the University of Maryland, who shall
be an ex-offtcio member. ,
AND (11) A REPRESENTATIVE OF
THE STATE DEPARTMENT OF HEALTH WHO SHALL ALSO
BE AN EX-OFFICIO MEMBER. The Authority, except with respect
to the ex-officio member of the council, shall determine the method by
which the members are selected.

(c)    The members of the advisory council shall elect annually
from its membership one member to serve as
chairman of the council.

The political subdivision of the State in which the Market is located
may vacate any or all streets, alleys, or other public places required to
assure proper operation of the Market and the full and complete
utilization of its or their facilities, and may grant to the Authority
the exclusive right to use the vacated streets, alleys, or other public
places for the purpose of the Market, subject to such terms and con-
ditions and in such manner as the political subdivision and the
Authority may lawfully agree upon.
