dred and Seventy-Two Thousand Dollars ($1,872,000.00) shall be ap-
plied in the fiscal year 1967-1968 for the use of the Police Department
of Baltimore City for the purchase of equipment.
SAID SUM SHALL
BE TAKEN FROM THE MONIES DISTRIBUTED TO THE
MAYOR AND CITY COUNCIL OF BALTIMORE FROM THE
GASOLINE TAX FUND AND THE MOTOR VEHICLE REVENUE
FUND. ANY MONIES NOT EXPENDED FOR THE PURPOSES
HEREIN AUTHORIZED AT THE CLOSE OF THE 1968 FISCAL
YEAR SHALL REVERT TO BALTIMORE CITY'S SHARE OF
THE GASOLINE TAX FUND AND THE MOTOR VEHICLE REV-
ENUE FUND AND BE USED IN STRICT ACCORDANCE WITH
THE LAW CREATING THESE FUNDS.

Sec. 8. And be it further enacted, That nothing in this Act should
be construed or implied to prevent the regular and prescribed
collection of any taxes lawfully imposed prior to July 1, 1967 under
the provisions of Section 323A of Article 81 of the Annotated Code
of Maryland (1966 Supplement), it being the intent of this Act to
provide that no such local tax on income or earnings may be imposed
for or during any period beginning on or after July 1, 1967, but that
taxes lawfully imposed prior to that date may be collected thereafter
notwithstanding the changes made by this Act in Section 323A of
Article 81.

SEC. 9. And be it further enacted, That all laws or parts of laws,
public general or public local inconsistent with the provisions of this
Act are hereby repealed to the extent of any such inconsistency.

Sec. 10. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not effect AFFECT the
other provisions or any other application of this Act which can be
given effect without the invalid provision or application, and to this
end, all the provisions of this Act are hereby declared to be severable.

Sec. 11. And be it further enacted, That this Act shall take effect
July 1, 1967.

CHAPTER 143

(Senate Bill 354)

AN ACT to repeal Sections 490 through 706, inclusive, of Article 43
of the Annotated Code of Maryland (1965 Replacement Volume
and 1966
Supplement), title "Health", subtitle "Air Pollution",
and to enact new Sections 690 through 699, inclusive, in lieu

thereof, to stand in the place of the sections so repealed and to be

under the new subtitle "Air Quality Control", to repeal all exist-

ing laws relating to regulation of air pollution within the State
Department of Health and to vest in the Air Quality Control

Division of the State Department of Health full power and author-
