stitute and appoint a permanent alternate, who shall be an elected
or appointed official of the Government of Anne Arundel County, to
serve in his absence as a member of the Council. The Chairman of
the County Council of Anne Arundel County shall be a member of
the Council and shall have authority to nominate, constitute and
appoint as a permanent alternate, a member of the County Council
of Anne Arundel County, to serve in his absence as a member of the
Council. The County Executive of Anne Arundel County shall appoint
a member of the Anne Arundel County Planning Advisory Board
as a member of the Council.
(d) The County Executive of Baltimore County shall be a member
of the Council and shall have authority to nominate, constitute and
appoint a permanent alternate, who shall be an elected or appointed
official of the Government of Baltimore County, to serve in his
absence as a member of the Council. The Chairman of the County
Council of Baltimore County shall be a member of the Council and
shall have authority to nominate, constitute and appoint as a perma-
nent alternate, a member of the County Council of Baltimore County
to serve in his absence as a member of the Council. The County
Executive of Baltimore County shall appoint a member of the
Baltimore County Planning Board as a member of the Council.
(e) The President and a member of the Board of County Com-
missioners of Carroll County, as designated by the Board, shall be
members of the Council and each shall have authority to nominate,
constitute and appoint a permanent alternate, who shall be an elected
or appointed official of the Government of Carroll County, to serve
in his absence as a member of the Council. The Board of County
Commissioners of Carroll County shall appoint a member of the
Carroll County Planning and Zoning Commission to serve as a mem-
ber of the Council.
(f) The President and a member of the Board of County Com-
missioners of Harford County, as designated by the Board, shall be
members of the Council and each shall have authority to nominate,
constitute and appoint a permanent alternate, who shall be an elected
or appointed official of the Government of Harford County, to serve
in his absence as a member of the Council. The Board of County
Commissioners of Harford County shall appoint a member of the
Harford County Planning and Zoning Commission to serve as a
member of the Council.
(g) The President and a member of the Board of County Com-
missioners of Howard County, as designated by the Board, shall be
members of the Council and each shall have authority to nominate,
constitute and appoint a permanent alternate, who shall be an elected
or appointed official of the Government of Howard County, to serve
in his absence as a member of the Council. The Board of County
Commissioners of Howard County shall appoint a member of the
Howard County Planning Commission to serve as a member of the
Council.
(h) The Governor of the State of Maryland shall appoint a mem-
ber of the Senate of the State of Maryland and a member of the
House of Delegates of the State of Maryland, both representing
legislative districts within the "Area", as members of the Council.
The Governor shall also appoint two citizens residing within the
"Area", selected at large, as members of the Council.
