I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 (c) of
Article 33 of the Annotated Code of Maryland, (1957 Edition), Do
Hereby Certify, that at the General Election held in the State of
Maryland on November 8, 1966, an Act known as Chapter 687 of the
Acts of 1965, was submitted to the voters of the State of Maryland,
pursuant to the provisions of Article 14 of the Constitution of the
State of Maryland, said Act being as follows:
AN ACT to propose an amendment to Section 7 of Article XI of
the Constitution of Maryland, title "City of Baltimore," re-
lating to the manner in which, and the procedure to be followed
by, the Mayor and City Council of Baltimore in connection
with the creation of a debt or credit by it, and providing for
the submission of this amendment to the legally qualified
voters of the State of Maryland for their adoption or rejection.
and I do certify that at said election 177,135 votes were cast in
favor of the adoption of Chapter 687 of the Acts of 1965, and 198,115
votes were cast against the adoption of said Chapter 687 of the Acts
of 1965, the said Act has therefore failed of ratification.
In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of Annapolis
this 9th day of December, 1966.
