the power to appoint members. Upon the adoption of Charter Govern-
ment by the County in 1959, the power of appointment was transferred
to the Governor of the State, where it has since remained. To again
shift the power of appointment at this time would bring into question
the very balance and stability of institutions that Charter Government
is designed to establish, and would interject partisan politics into
a vital and significant governmental agency.
For these reasons, and because of the undesirable and unsettling
effect of such action on other counties in the State, I am compelled
to veto the bill.

House Bill No. 176. Baltimore City—Police Department
AN ACT to repeal and re-enact, with amendments, Section 532
of the Charter and Public Local Laws of Baltimore City (1949 Edi-
tion, being Article 4 of the Code of Public Local Laws of Maryland),
title "Baltimore City," subtitle "Police Department of Baltimore
City," as last amended by Chapter 203 of the Acts of 1966; to provide
that the Accident Investigation Division of the Baltimore City Police
Department shall furnish copies of reports relating to any accident
to all persons other than an agency of the State or any subdivision
thereof, upon payment of a fee, and setting the fee to be charged.

Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 176 and am returning
it to you.
The bill would amend Section 532 of the Charter and Public
Local Laws of Baltimore City, and provides that the Accident Inves-
tigation Division of the Baltimore City Police Department shall fur-
nish copies of accident reports to all persons upon request and payment
of a fee. The sponsors of the bill have informed me that the
objectives to which it is directed will best be achieved by administra-
tive action of the City Police Department and have requested that I
veto the measure.
I am thus complying with their request.
