Dear Mr. Speaker:
I hereby approve House Bill No. 81 except for the following
enumerated items which I hereby expressly disapprove and veto in
accordance with the power and authority conferred upon me by
Article II, Section 17, of the Constitution of Maryland:
1. Section 5 (E) (2) (B) relating to an appropriation of
$200,000 for the first stage of construction of golf course in the Sweet
Air recreation area; (Page 5—Lines 11a through 11c).
2. With respect to Section 5(E) (5) (a) relating to an appro-
priation of $700,000 for the acquisition of additional land for the
Seneca Creek State Park, I hereby approve so much of this item which
appropriates $500,000 for this purpose and disapprove the remainder
of $200,000 (Page 6—Lines 24 through 25a).

House Bill No. 82. Baltimore County—Alcoholic Beverages
AN ACT to repeal Section 148 (b-1) of Article 2B of the Anno-
tated Code of Maryland (1966 Supplement), title "Alcoholic Bever-
ages," subtitle "Boards of License Commissioners"; to repeal and
re-enact, with amendments, Section 148 (g) of the said Article and
subtitle of the Code; and to add new Section 150(e) to the said
Article and subtitle of the Code (1957 Edition), to follow imme-
diately after Section 150 (d) thereof, to change the manner of appoint-
ment of the members of the board of license commissioners and to fix
the number of liquor inspectors for Baltimore County.

Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland Con-
stitution, I have today vetoed House Bill 82 and am returning it to you.
This bill would remove the power of appointment of members
of the Board of License Commissioners of Baltimore County from
the Governor and vest it in the County Executive of Baltimore
County.
When a Board of License Commissioners was initially established
in Baltimore County, the Board of County Commissioners was given
