(House Joint Resolution 14)
House Joint Resolution requesting the Governor to appoint a com-
mission to study the establishment of recreational centers for
persons either discharged or on leave or parole from mental institu-
tions, as needed throughout the State, and the financing of such
centers through implementation of Article 43, Section U(b) of the
Annotated Code of Maryland (1966 Supplement), the Maryland
Community Mental Health Services Act.
Whereas, It is to the benefit of the State of Maryland to fully re-
habilitate persons discharged or on leave or parole from mental insti-
tutions, so that they may resume a useful place in society; and
Whereas, The establishment of recreational centers for persons
discharged or on leave or parole from mental institutions will be of
therapeutic value in fully rehabilitating such persons; and
Whereas, The Annotated Code of Maryland (1966 Supplement),
under Article 43, Section 1J(b), the Maryland Community Mental
Health Services Act, provides other forms of preventive treatment or
rehabilitation services; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland be requested to appoint a commission to study the
establishment of recreational centers to aid in fully rehabilitating
persons discharged or on leave or parole from mental institutions,
and the financing of such centers as needed throughout the State
under the State Board of Health and Mental Hygiene; and be it
further
Resolved, That the findings and recommendations of this study be
submitted to the Governor on or before December 1, 1967; and be it
further
Resolved, That copies of this Resolution be sent to the Governor of
Maryland and the State Board of Health and Mental Hygiene.

House Joint Resolution expressing the profound sorrow of the people
of the State of Maryland over the untimely passing of America's
first three Apollo astronauts.
The people of the State of Maryland, through their representatives
in the General Assembly of Maryland, express their profound sorrow
and regret over the tragic ending of the lives of America's first three
Apollo astronauts.
