1694                              JOINT RESOLUTIONS

Resolved by the General Assembly of Maryland, That the Com-
mittee on Taxation and Fiscal Matters be requested to study alter-
nate means of financing tidewater shore erosion control projects and
to give particular consideration to the possibility of creating a public
authority in the State of Maryland for the specific purpose of
regulating and financing shore erosion control projects.

(Senate Joint Resolution 5)

Senate Joint Resolution expressing profound regrets of the General
Assembly of Maryland over the untimely passing of Mr. Louis J.
O'Donnell, Chief of the Toll Facilities Division for the State Roads
Commission of Maryland.

The members of the General Assembly of Maryland heard with
deep regret of the passing of Mr. Louis J. O'Donnell, Chief of the
Toll Division for the State Roads Commission. This untimely and
unfortunate event occurred on November 25, 1966.

Louis J. O'Donnell had been associated with the State Roads Com-
mission since 1951 when he became Chief Administrative Officer for
the Baltimore Harbor Tunnel.

From 1947 to 1951 he served the State of Maryland with, ability and
distinction as Press Secretary to the Honorable William Preston
Lane, Jr., Governor of Maryland.

Prior to 1947, Louis J. O'Donnell, from the year 1929 had been an
outstanding reporter for the Baltimore Sunpapers.

In his work as administrator of toll facilities for the State Roads
Commission and as Chief of the Toll Division, Louis J. O'Donnell
rendered outstanding and highly meritorious service to the Roads
Commission, the State of Maryland and the traveling public. In
personal demeanor he was a kindly and loyal person completely
devoted to his duties and carried them out with fairness and human
understanding. His long contributions to the State of Maryland left
a deep imprint upon this State.

Thousands upon thousands of our people are indebted to Louis J.
O'Donnell for his years of public service. His many friends learned
with profound regret of his untimely passing and will long remember
the contributions and personality of this outstanding man and public
servant. Now, therefore, be it

Resolved by the General Assembly of Maryland, That the deepest
regrets and sympathy of every member of this body are expressed
over the passing of Mr. Louis J. O'Donnell, Chief of the Toll Division
for the State Roads Commission. And be it further

Resolved, That the Secretary of the State of Maryland is requested
to send copies of this Joint Resolution under the Great Seal of the
State of Maryland to Mrs. Louis J. O'Donnell and to the Chairman
Director of the State Roads Commission.
