two major political parties in the State, and the other of the opposite
major political party in the State. The members of said Board shall
receive no compensation, but shall be entitled to necessary expenses
in connection with their duties. Of the members first appointed, one
shall serve a term of two years from June 1, 1967, one shall serve a
term of three years from June 1, 1967, the third shall serve a term
of four years from June 1, 1967, and their successors shall fill the
unexpired portion of the term or four years for such new term as
the case may be. The Advisory Board shall report to the County
Council periodically but at least semi-annually on recommendations
for the improvement of the operations of county liquor dispensa-
ries from the standpoint of efficiency, profit and convenience to
the consumers.
If there is no resident Senator from Caroline County
in the Senate of Maryland at the time of the appointment, the
appointment in that county shall be with the advice and consent
of the House of Delegates of Maryland.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal and re-enact, with amendments, Sections 8(k),
9(k), 10(k), 13(k), 14(l), 15(i), 16(j), 18(o), and 21(j) of
Article 2B of the Annotated Code of Maryland (19457 Edition and
1966 Supplement), title "Alcoholic Beverages," subtitles "Beer
Licenses," "Beer and Light Wine
Licenses," and "Beer, Wine and
Liquor Licenses," generally amending the alcoholic beverages
laws as they apply to and within Garrett County in order to extend
the types of licenses and to expand the types of licensees and sales
of alcoholic beverages available in Garrett County.

AN ACT TO REPEAL CHAPTER 615 OF THE ACTS OF 1961;
AND TO REPEAL SECTIONS 19(F-1) AND (N), 20(H-l) AND
(N), 69(D-1), 159(C), 161(A-1), 164(A-1), 165(B-1), 168 AND
180A OF ARTICLE 2B OF THE ANNOTATED CODE OF
MARYLAND (1966 SUPPLEMENT), TITLE "ALCOHOLIC
BEVERAGES," SUBTITLES, RESPECTIVELY, "BEER, WINE
AND LIQUOR LICENSES"; "REVOCATION AND SUSPEN-
SION OF LICENSES," "COUNTY LIQUOR CONTROL BOARDS
AND DISPENSARIES" AND "CONSUMERS"; AND TO ENACT
NEW SECTIONS 19(F-l) AND (N), 20(H-l) AND (N), 69(D-1),
159(C), 161(A-1), 164(A-1), 165(B-1), 168 AND 180A IN LIEU
THEREOF, TO STAND IN THE PLACE OF THE SECTIONS
SO REPEALED, TO REPEAL AND RE-ENACT, WITH AMEND-
MENTS, SECTION 125 OF THE SAID ARTICLE OF THE
CODE (1957 EDITION), SUBTITLE "RESTRICTIONS UPON
LICENSEES"; TO REVISE THE ALCOHOLIC BEVERAGE
LAWS OF GARRETT COUNTY, TO AUTHORIZE THE ISSU-
ANCE OF CLASS B AND C BEER, WINE AND LIQUOR
