Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal and re-enact, with amendments, Subsection 159
(c) of Article 2B of the Annotated Code of Maryland (1957
Edition and 1966 Supplement), title "Alcoholic Beverages," sub-
title "County Liquor Control Boards and Dispensaries," to create
an Advisory Board to act as consultant to the County Council on
questions relating to Montgomery County Liquor Dispensaries, to
provide for their appointment, tenure and duties.
Section 1. Be it enacted by the General Assembly of Maryland,
That Subsection 159(c) of Article 2B of the Annotated Code of
Maryland (1957 Edition and 1966 Supplement), title "Alcoholic
Beverages," subtitle "County Liquor Control Boards and Dispen-
saries," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
159.
(c) The members of the respective boards shall be appointed by
the Governor with the advice and consent of the Senate. Provided,
that in Somerset County they shall be appointed by the Governor.
In Harford County they shall be appointed by the Board of County
Commissioners. In Garrett County, the members of the board shall
be appointed by the Governor. He shall appoint two members of the
board who are members of that political party which has elected a
majority of the members of the Board of County Commissioners
and one member of the board from that political party other than
the one electing a majority of the Board of County Commis-
sioners. The appointments shall be confirmed by the members of
the House of Delegates elected from the county if there is no resident
Senator elected from the county. In Kent County the County Com-
missioners shall be ex officio the members of the liquor control board.
In Harford County said board shall also be known as the board of
license commissioners of Harford County, upon which shall be de-
volved all the duties and rights given elsewhere in this article. In
Montgomery County the director of the department of liquor control
shall be appointed and removed by the county manager with the
approval of the County Council. In Montgomery County there shall
also be an Advisory Board which shall consist of three members
appointed by the Montgomery County Council. All members shall be
residents of Montgomery County, and of the three members, one
shall be a bona fide holder of a liquor license in Montgomery County.
Of the other two members, one shall be a member of one of the
