ARUNDEL COUNTY; the construction of new runways and exten-
sion thereto and extensions to existing runways; the construction or
erection of new buildings or structures; additions and improvements
to the existing service and terminal buildings and other buildings or
structures; equipment for any and all new facilities authorized to be
constructed or erected by the provisions hereof; the construction
and erection of roads and parking facilities; the construction or pav-
ing of taxiways and ramps or aprons, and doing any and all things
necessary, proper or expedient in connection with or pertaining to
any or all of the matters or things hereinbefore mentioned.

Sec. 4. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 740
(House Bill 673)

AN ACT to repeal and re-enact, with amendments, Section 155 (q) of
Article 2B of the Annotated Code of Maryland (1966 Supplement),
title "Alcoholic Beverages," subtitle "Boards of License Commis-
sioners" amending the alcoholic beverages laws of Prince George's
County by increasing the salary of board members, making
changes in the titles and manner of appointment of certain em-
ployees, and budgeting procedures. , AND REQUIRING THAT
CERTAIN EMPLOYEES BE QUALIFIED AND EMPLOYED
UNDER THE COUNTY MERIT SYSTEM.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 155 (q) of Article 2B of the Annotated Code of Mary-
land (1966 Supplement), title "Alcoholic Beverages," subtitle
"Boards of License Commissioners" be and the same is hereby re-
pealed and re-enacted, with amendments, to read as follows:

155.

(q) Prince George's County.—In Prince George's County each
of the members of the board, except the Chairman thereof, shall
receive an annual salary of [two thousand dollars ($2,000.00)]
$2,400.00, and the chairman thereof shall receive an annual salary
of [three thousand dollars ($3,000.00)] $3,200.00. The [clerk]
administrator of the board who shall be appointed by and serve at
the will of the [board] Board of County Commissioners and who
shall devote full time and attention to the duties of the board shall
receive an annual salary [to be determined and fixed by the board of
not less than nine thousand dollars ($9,000.00), but] in no event to
exceed ten thousand dollars ($10,000.00) [as clerk of said license
board]; the attorney for the board shall be appointed by the County
Commissioners of Prince George's County and
receive an annual
salary of three thousand six hundred dollars ($3,600.00), and said
attorney for the board shall receive no other compensation or fees for
