Payments out of the State Aid for Police Protection Fund shall be
made by the State Treasurer upon warrants of the State Comptroller.
Payments shall be made at the end of each quarter of each fiscal year
thereafter, and shall be paid in approximately equal amounts for
each quarter. Each subdivision required by Section 37 to make dis-
tribution to municipalities shall do so as soon as practicable follow-
ing receipt of payment by the subdivision.
Sec. 2. And be it further enacted, That Subsections (b), (c),
(d), (e) and (f) of Section 106 of Article 77 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Public Edu-
cation," subtitle "Teachers' Certificates, Salaries and Pensions," be
and they are hereby repealed and re-enacted, with amendments; that
subsection (g) of Section 106 of said Article and subtitle be and
it is hereby repealed; that subsection (d) of Section 159 of said
Article, subtitle "County Superintendent of Schools," be and it is
hereby repealed and re-enacted, with amendments; that subsections
(e), (f) and (g) of Section 159 of said Article and subtitle be and
they are hereby repealed; that subsection (b) of Section 215,
subsections (4), (5) and (7) of Section 220(a), Section 220(b) and
Section 221 of said Article, subtitle "Source and Distribution of
Income," be and they are hereby repealed and re-enacted, with
amendments; that subsection (c) of Section 220 and Section 222 of
said Article and subtitle be and they are hereby repealed and that
new subsection (c) of Section 220 and Section 222 are enacted in
lieu thereof to stand in the place of the subsection and section so
repealed; that Section 216 of said Article and subtitle be and it is
hereby repealed; and that new subsection 220(b) (3½) (5½) be and
is is hereby added to said Article and subtitle to follow immediately
after subsection 220 (b) (3) (5) thereof; to read as follows:

(b) Beginning with the school year [1964-1965] 1967-1968 and
continuing thereafter subject to the other provisions of this section,
every teacher [, with a degree,] holding [a standard professional or
advanced professional certificate] the following designated type of
certificates as determined by By-law of the State Board of Education,
or having equivalent status in Baltimore City as determined by the
State Department of Education, shall receive an annual salary of not
