18-1.

(b)(42) The County Commissioners of Prince George's County
are hereby authorized by an ordinance or ordinances to grant,
convey, permit, license, and regulate air and light easements over
public property in Prince George's County.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 142
(House Bill 378)

AN ACT to add new Sections 35 to 38 inclusive to Article 15A of the
Annotated Code of Maryland (1957 Edition and 1966 Supplement),
title "Budget and Procurement," subtitle "Purchases," to follow
immediately after Section 34 thereof, to be under the new subtitle
"State Aid for Police Protection Fund"; and to repeal and re-enact
with amendments subsections (b), (c), (d), (e) and (f) of
Section 106 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Education," subtitle
"Teachers' Certificates, Salaries and Pensions,"; and to repeal
subsection (g) of Section 106 of said Article and subtitle; and to
repeal and re-enact with amendments Subsection (d) of Section
159 of said Article, subtitle "County Superintendent of Schools, ;
and to repeal subsections (e), (f) and (g) of Section 159 of said
Article and subtitle; and to repeal and re-enact with amendments
subsection (b) of Section 215, subsections (4), (5) and (7) of
Section 220(a), Section 220(b) and Section 221 of said Article,
subtitle "Source and Distribution of Income,"; and to repeal sub-
section (c) of Section 220 and Section 222 of said Article and
subtitle, and to enact new subsection (c) of Section 220 and new
Section 222, in lieu thereof, to stand in the place of the subsection
and section so repealed; and to repeal Section 216 of said Article
and subtitle; and to add new subsection 220(b) (3½) (5½) to said
Article and subtitle to follow immediately after subsection 220 (b)
(3) (5) thereof; and to add new Section 8A to Article 81 of the
Annotated Code of Maryland (1965 Replacement Volume),
title "Revenue and Taxes," subtitle "What Shall be Taxed and
Where," to follow immediately after Section 8 thereof; and to add
new Section 12F to said Article (1965 Replacement Volume and
1966 Supplement) and Subtitle, to follow immediately after
Section 12E thereof; and to add new Section 49C to said Article
(1965 Replacement Volume) and title, subtitle "When Taxes are
Payable," to follow immediately after Section 49B thereof; and to
add new Section 12H to said Article (1965 Replacement Volume
and 1966 Supplement) and title, subtitle, "What Shall be Taxed
and Where," to follow immediately after Section 12G thereof and
