Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 248L to 248U, inclusive, be and the same hereby are
added to Article 77 of the Annotated Code of Maryland (1965
Replacement Volume), title "Public Education", subtitle "Chapter
25. Miscellaneous", said new sections to follow immediately after
Section 248K of said Article, and to read as follows:

248L.

As used in Sections 248L-248U, inclusive, in this subtitle, the
following words and terms shall have the following meaning, unless
the context shall indicate another different meaning or intent: (1)
The word "resolution" shall mean a resolution adopted by a majority
of the members of the Board of Trustees of St. Mary's College of
Maryland; (2) the word "costs" as applied to any project shall
embrace the cost of construction, the cost of the acquisition of all
land, rights of way, property rights, easements and interests
acquired by the Board of Trustees of St. Mary's College of Mary-
land for such construction, the cost of all machinery and equipment,
financing charges, interest prior to and during construction and for
one year after completion of construction, the cost of engineering and
legal expenses, plans, specifications, surveys, estimates of costs and
revenue, other expenses necessary or incident to determining the feasi-
bility or practicability of construction of any project, administrative
expenses, and such other expense as may be necessary or incident
to the construction of any project, the financing of such construc-
tion and the placing of any such project in operation. Any obliga-
tion or expense heretofore or hereafter incurred by the said Board
of Trustees for preparation of plans and specifications, and other
engineering services in connection with the construction of any such
project shall be regarded as a part of the cost of such project and
may be reimbursed to said Board of Trustees out of the proceeds of
the revenue bonds hereinafter authorized; (3) the term "housing
unit" and the term "housing units" shall mean and embrace housing
facilities and living accommodations which may include such facili-
ties as eating facilities, recreational facilities and student facilities,
and shall include student union buildings; and (4) the term "related
facilities" shall mean and embrace but shall not necessarily be lim-
ited to eating facilities, recreational facilities and student facilities.

In order to provide additional facilities for the public colleges
under its direction and control, the Board of Trustees of St. Mary's
College of Maryland is hereby authorized and empowered, from
time to time:

(a)   To construct, equip, maintain, repair and operate two housing
units for students, both graduate and undergraduate, one being
for male students and one being for female students, at the public
college under its direction and control;

(b)   To issue revenue bonds of the Board of Trustees for the pur-
pose of paying all or any part of the cost of any one or more of said
housing units, a maximum amount of one million dollars ($1,000,000)
for each of the two housing units;

(c)   To fix and revise, from time to time, fees, rents and other
charges for the use of such housing units;
