AN ACT to repeal and re-enact, with amendments, Section 149
of Article 2B of the Annotated Code of Maryland (1957 Edition
and 1966 Supplement), title "Alcoholic Beverages," subtitle "Board
of License Commissioners," to provide for appointment of a
liquor inspector OF AN ALCOHOLIC BEVERAGES INSPEC-
TOR for Frederick County, his duties, salary and term of appoint-
ment.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 149 of Article 2B of the Annotated Code of Maryland
(1957 Edition and 1966 Supplement), title "Alcoholic Beverages,"
subtitle "Board of License Commissioners," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:
149.
(a) In Frederick County, the Governor shall appoint a license
commissioner for Frederick County, who, at the time of his appoint-
ment shall be a resident and taxpayer of Frederick County and
shall have resided in said county for not less than five years next
preceding his appointment and be not less than thirty years of age.
During his term of office, he shall not hold any other position of
trust or profit under the laws of the United States or the State of
Maryland. In addition to his salary, the County Commissioners shall
provide him with such sum as may be necessary to cover office and
other expenses not less than three thousand dollars ($3,000.00) per
annum. NOT TO EXCEED THREE THOUSAND DOLLARS
($3,000.00) PER ANNUM FROM THE LICENSING OF ALCO-
HOLIC BEVERAGES ESTABLISHMENTS. The commissioner so
appointed shall constitute the board of license commissioners for
Frederick County.
(b) The Governor shall also appoint for Frederick County, a
Liquor Inspector, who shall perform such duties as directed by the
License Commissioner. BY AND WITH THE CONSENT OF THE
SENATE AND IN THE EVENT THERE IS NO RESIDENT
SENATOR, THEN BY AND WITH THE CONSENT OF THE
MEMBERS OF THE FREDERICK COUNTY DELEGATION TO
THE GENERAL ASSEMBLY, AN ALCOHOLIC BEVERAGES
INSPECTOR WHO SHALL PERFORM SUCH DUTIES AS HERE-
INAFTER PROVIDED. The Liquor Inspector THE ALCOHOLIC
BEVERAGES INSPECTOR shall serve a term of four years from
May 1, 1967, and each succeeding term shall be four years. The
salary of the Liquor Inspector OF THE ALCOHOLIC BEVER-
AGES INSPECTOR shall be $7,500 annually, and he shall devote full
time to his duties. AND HE SHALL RECEIVE MILEAGE AT THE
RATE OF TEN CENTS (10¢) PER MILE, BUT SUCH MILEAGE
SHALL NOT INCLUDE TRAVEL TO AND FROM THE SAID
INSPECTOR'S HOME AND HIS OFFICE. THE ALCOHOLIC
BEVERAGES INSPECTOR SO APPOINTED SHALL BE: (1) A
RESIDENT OF THE COUNTY AND A REGISTERED VOTER
THEREIN FOR MORE THAN FIVE YEARS IMMEDIATELY
PRECEDING THE DATE OF HIS APPOINTMENT; (2) OF
HIGH MORAL CHARACTER AND POSSESS A SOUND REPU-
