or portions thereof, provided in this Act. Upon receiving from
the Board of Public Works a certification of such suitable evidence,
the Treasurer of the State shall proceed to spend the proceeds of
said loan, or portion thereof, agreeably to the provisions of this Act.

Sec. 7. And be it further enacted, That until all of the interest
on and principal of any certificates issued under this Act have been
paid in full, there is hereby levied and imposed an annual State
tax on each One Hundred Dollars ($100.00) of assessable property
at the rate to be determined in the following manner: on or before
May 1, 1968, and on or before May 1 in each year thereafter, the
Board of Public Works shall certify to the governing bodies of each
of the Counties and Baltimore City the rate of State tax on each
One Hundred Dollars ($100.00) of assessable property necessary
to produce revenues to meet all interest and principal which will be
payable to the close of the next ensuing calendar year on all cer-
tificates theretofore issued or theretofore authorized by resolution of
the Board of Public Works to be issued, and the governing bodies
of each of the Counties and Baltimore City shall forthwith levy and
collect such tax at such rate.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

Sec. 7. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 680
(Senate Bill 429)

AN ACT to repeal and re-enact, with amendments, Section 315 (j)
of Article 66½ of the Annotated Code of Maryland (1966 Supple-
ment), title "Motor Vehicles", subtitle "Operation of Vehicles
Upon Highways", to change the requirements for unloading of
overweight vehicles and loads in the State, to allow them to pro-
ceed without unloading under certain circumstances and to in-
crease the allowed weight limit for vehicles carrying liquid milk
in bulk.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 315 (j) of Article 66½ of the Annotated Code of Mary-
land (1966 Supplement), title "Motor Vehicles", subtitle "Operation
of Vehicles Upon Highways", be and it is hereby repealed and re-en-
acted, with amendments, to read as follows:

315.

(j) Whenever upon measuring or weighing of a vehicle and load,
the vehicle is found to be in violation of the law, [said vehicle must
be unloaded] an officer may require the driver to remove the excess
weight, if the overweight does not exceed 5,000 pounds. If the over-
weight exceeds 5,000 pounds, the said vehicle must be unloaded
