by the respective presiding officers; one member shall be the State
Superintendent of Schools, ex officio; and the other three members
shall be appointed by the Governor from among residents of the
State who have knowledge of and interest in educational matters
and who by virtue of their training, experience, knowledge or af-
filiation shall be in a position collectively to reflect broadly the
interests of the State government, higher education, the State educa-
tion system, local education, lay and professional, public and nonpublic
educational leadership. The latter three members shall be appointed
by the Governor for terms which terminate with that of the Governor.
Any appointive member of the [commission] Council may be ap-
pointed to a successive term or terms. The chairman of the Council
shall be designated by the Governor from among its members. The
Council shall meet on the call of its chairman or the request of a
majority of its members, but in any event the Council shall meet
not less frequently than three times in each year. The Council may
consider any and all matters relating to public educational policy
and any matters relating to recommendations of the Educational
Commission of the States and the activities of the representatives
from this State on the Educational Council of States.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

(House Bill 130)
AN ACT to repeal and re-enact, with amendments, Section 386 of
Article 41 of the Annotated Code of Maryland (1966 Supple-
ment), and (1965 Replacement Volume), title "Governor-
Executive and Administrative Departments," subtitle "Compact
for Education," correcting an error in the law relating to the
operation of the Educational Commission of the States.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 386 of Article 41 of the Annotated Code of Maryland
(1966 Supplement), and (1965 Replacement Volume), title "Gover-
nor—Executive and Administrative Departments," subtitle "Com-
pact for Education," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

Pursuant to Article [II (I)] III of the compact, the commission
shall file a copy of its bylaws and any amendments thereto with the
Maryland Education Council.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
