(House Bill 128)
AN ACT to repeal and re-enact, with amendments, Section 37 of
Article 56 of the Annotated Code of Maryland (1964 Replacement
Volume), title "Licenses," subtitle "Traders," correcting an error
in the laws relating to the fee for a trader's license for those
with stocks between $1,500 and $2,500.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 37 of Article 56 of the Annotated Code of Maryland
(1964 Replacement Volume), title "Licenses," subtitle "Traders,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
37.
If more than [twenty-five] fifteen hundred dollars and not more
than [four thousand] twenty-five hundred dollars, the sum of
twenty dollars.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of all
the members elected to each of the two houses of the General As-
sembly, the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 385(a)
of Article 41 of the Annotated Code of Maryland (1966 Supple-
ment) , title "Governor—Executive and Administrative Depart-
ments," subtitle "Compact for Education," correcting an error
in the law creating the Maryland Education Council and providing
generally for its operation.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 385 (a) of Article 41 of the Annotated Code of Mary-
land (1966 Supplement and 1965 Replacement Volume), title "Gov-
ernor—Executive and Administrative Departments," subtitle "Com-
pact for Education," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

(a) The Maryland Education Council is created. It shall be
composed of seven members, as herein provided. One member shall
be the Governor, ex officio; two other members shall be from the
Senate and House of Delegates of the General Assembly, appointed
