master plan for each such planning area, each of which may contain
a proposed zoning plan. Any local master plan or amendment thereto
duly adopted by the Commission prior to the adoption or amendment
of such planning area map shall continue in force and shall not be
invalidated by the fact that its boundaries do not correspond to the
boundaries shown on said map. In any local master plan adopted
hereafter, the Commission shall, on a map or in its resolution of
adoption, define in detail the boundary of the area to which the plan
applies and shall show its recommendations for the development of
the local planning area and may include, in greater detail, all of the
elements, uses and planning factors contained in the General Plan.

IN IN PRINCE GEORGE'S COUNTY, IN REVIEWING AND
MAKING RECOMMENDATIONS ON PROPOSED ZONING
AMENDMENTS, THE COMMISSION AND ITS TECHNICAL
STAFF SHALL NOT MAKE REFERENCE TO ANY PLAN,
STAFF STUDY, OR OTHER DOCUMENT, PURPORTING TO BE
A PLAN OR COMPREHENSIVE STUDY OF AN AREA, UNTIL
THE SAME HAS BEEN DULY ADOPTED BY THE COMMIS-
SION AS A PLAN OR AMENDMENT TO A PLAN IN ACCORD-
ANCE WITH THE PROVISIONS OF THIS SECTION.

FOR THE DEVELOPMENT OF ANY AREA UNTIL A PUBLIC
HEARING HAS BEEN HELD ON SUCH PLAN OR STAFF
STUDY.

(c) Functional Master Plans. The Commission is authorized and
empowered to make and adopt and, from time to time, amend func-
tional master plans for the various elements of the General Plan,
including but not limited to master plans of highways, transporta-
tion lines, schools, libraries, hospitals and health centers, parks and
other open spaces, police stations, fire stations and utilities. Prior to
the publication of any functional master plan the Commission shall
consult with, and seek the recommendations of, the state, county
or bi-county administrative agency or agencies that may have direct
supervision or control of the governmental function covered by the
proposed plan.

[In Montgomery County, before adopting the plan or any part
thereof or any extension or amendment thereof or addition thereto,
the Commission shall hold at least one hearing thereon, thirty (30)
days' notice of the time and place of which shall be given by at
least one publication in a newspaper or newspapers of general cir-
culation in the Regional District. In Prince George's County, before
adopting the plan or any part thereof or any extension or amend-
ment thereof or addition thereto, the Commission shall hold a public
hearing thereon, thirty (30) days' notice of the time and place of
which shall be given by at least one publication in a newspaper or
newspapers of general circulation in the Regional District. In Prince
George's County, before the Commission may approve a general plan
containing any provision not contained in the preliminary general
plan, it shall hold a second public hearing upon giving the same
notice required for the first hearing, which notice shall also contain
a brief description of all variations from the preliminary general
plan which it proposes to incorporate into the adopted general plan.
In Prince George's County, the commission shall not incorporate
into an adopted general plan any matter not contained in a pre-
liminary general plan or a subsequent notice of hearing, except as
hereinafter provided. The adoption of the plan or any part thereof
