gomery County Council in Montgomery County and by the affirma-
tive vote of four members of the Prince George's County Board of
Commissioners in Prince George's County, provided, however, that in
the event such proposal is recommended for approval by the Park
and Planning Commission, than an affirmative vote of four members
of the County Council in Montgomery County and three members of
the Board of County Commissioners in Prince George's County shall
be required to approve such proposals. In the annual review of the
county plans, approval shall be assumed fifty-five days after the
receipt of the proposed county plan from the Sanitary Commission if
the governing bodies do not respond. The governing body of each of
the two mentioned counties shall thereafter submit the respective
plans, if approved by it, or so much of each such plan as it may
approve, to the State Department of Health, AFTER THE RE-
SPECTIVE PUBLIC HEARINGS, EACH GOVERNING BODY
SHALL REVIEW AND AMEND AS IT MAY SEE FIT THE PRO-
POSED PLAN OR ANNUAL REVISION THEREOF AND THERE-
AFTER AND SHALL APPROVE THE PLAN OR ANNUAL RE-
VISION AND SUBMIT IT TO THE STATE DEPARTMENT OF
HEALTH, all within the time requirements as elsewhere set forth
in this section.

(vi) Be submitted to official planning agencies having jurisdiction,
including comprehensive planning agencies with area-wide jurisdic-
tion, if such exist; for review as to consistency with programs of
planning for the area; in Montgomery and Prince George's Counties,
be transmitted to The Maryland-National Capital Park and Planning
Commission. The Sanitary Commission shall not thereafter submit
the county plans to the governing bodies until it shall have received
from said Park and Planning Commission its comment and recom-
mendations on the proposed programs or until ninety THIRTY days
shall have passed, whichever shall be sooner. If the Park and Plan-
ning Commission shall recommend any changes, deletions, or designa-
tions for limited access in the proposed county plans, it shall state its
reasons therefor, in writing, and the Sanitary Commission shall re-
examine its proposed programs and give due weight to the recom-
mendations of said Park and Planning Commission before final sub-
mission of the county plans, it being the intent of the General
Assembly that the two Commissions shall make every reasonable
effort to reach agreement with respect to the county plans required
by this section, but that the Sanitary Commission's right to make
the final decision in the event of disagreement shall not be impaired,
except as herein provided. In the annual review in Montgomery and
Prince George's Counties as set forth in subsection (d) (5) of this
section, the procedures shall be followed as set forth herein with the
exception that the Sanitary Commission may submit its annual re-
view to the governing bodies twenty-five days, not ninety days, after
transmittal to the Park and Planning Commission or after the receipt
of the recommendations and comments from the Park and Planning
Commission whichever shall be sooner; and
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
