the Annotated Code of Maryland (1965 Replacement Volume and
1966 Supplement), title "Health", subtitle "Water, Ice and Sewer-
age," be and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

(b) (1)
(II) In Prince George's and Montgomery counties the water and
sewerage county plans, and all revisions and amendments thereto,
which are required by or provided for in this section shall be pre-
pared by the Washington Suburban Sanitary Commission and sub-
mitted by the Commission to the respective county governing bodies
NOT LATER THAN AUGUST 15, 1969, IN PRINCE GEORGE'S
AND MONTGOMERY COUNTIES THE GOVERNING BODIES
SHALL RESPECTIVELY ESTABLISH THE GOALS, PURPOSES
AND CONCEPTS THAT EACH DESIRES TO SERVE AS A
BASIS FOR THE PLANS FOR ITS COUNTY WHICH ARE
REQUIRED BY THIS SECTION AND TRANSMIT THE SAME
NOT LATER THAN MAY 1, 1968, AND WITH ANNUAL RE-
VISIONS ON THE FIRST DAY OF MAY, 1970 AND ON THE
FIRST DAY OF MAY IN EACH YEAR THEREAFTER, TO THE
WASHINGTON SUBURBAN SANITARY COMMISSION, DI-
RECTING THE SAID COMMISSION TO IMMEDIATELY PRE-
PARE AND COORDINATE WITH THE GOVERNING BODIES
THE WATER AND SEWERAGE COUNTY PLANS AND ALL
REVISIONS AND AMENDMENTS THERETO, WHICH ARE
REQUIRED BY OR PROVIDED FOR IN THIS SECTION AND
ALL OF SUCH REVISIONS, PLANS AND AMENDMENTS
SHALL BE SUBMITTED BY THE SAID WASHINGTON SUB-
URBAN SANITARY COMMISSION TO THE RESPECTIVE GOV-
ERNING BODIES NOT LATER THAN AUGUST 15, 1969 AND
ANNUALLY THEREAFTER for their consideration and action.
The governing body of each of the two mentioned counties shall hold
a public hearing on the county plan, and the annual review thereof,
ten days notice of which shall be given by one publication in a news-
paper or newspapers of general circulation in the respective counties.
Such public hearings shall be held not less than twenty-five nor more
than thirty-five days after submission of the plans to the respective
governing bodies. If, thereafter, either of the governing bodies shall
not respond within forty-five days of receipt of the Commission's
submission, its approval thereof shall be assumed. Where recom-
mendations have been received from The Maryland-National Capital
Park and Planning Commission as provided for in Section (b) (4)
(vi) hereof and the Sanitary Commission does not agree therewith,
the Sanitary Commission shall submit, in writing, to the applicable
governing body, its reasons for not accepting such recommendations
and furnish a copy to the said Park and Planning Commission. Where
recommendations for any change in a proposed county plan are
received from the Park and Planning Commission, the applicable
governing body shall separately consider and vote on each item which
received such recommendation. All proposals contained in a Sanitary
Commission's proposed county plan or annual review thereof, which
are contrary to the proposals contained in the currently approved
Five-Year Program, and all proposals contained in a proposed county
plan which are contrary to the proposals or needs contained in a
Master Plan, or General Plan, approved by the District Council, shall
be granted only by the affirmative vote of five members of the Mont-
