Sec. 7. And be it further enacted, That all matters committed
by this act to the discretion of the Board of Public Works are deter-
mined by a majority of said Board.

Sec. 8. And be it further enacted, That it is the legislative inten-
tion to provide financial assistance for capital expenses which may be
incurred after the effective date of this act in the acquisition of land
and the construction of public junior or community colleges.

Sec. 9. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 657
(Senate Bill 127)

AN ACT to add a new Section 122B to Article 27 of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Crimes and Punishments," to follow immediately after Section
122A thereof, and to be under the new subtitle "Drugs," imposing
certain prohibitive or regulatory provisions upon the sale, pos-
session, manufacture, or use of the drug or compound commonly
called as LSD, and UNLESS AUTHORIZED BY AN AGENCY
OF THE UNITED STATES, relating generally to this drug and
its sale, possession, manufacture, and user AND PROVIDING
PENALTIES FOR VIOLATIONS.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 122B be and it is hereby added to Article 27 of
the Annotated Code of Maryland (1957 Edition and 1966 Supple-
ment), title "Crimes and Punishments," to follow immediately after
Section 122A thereof, to be under the new subtitle "Drugs," and to
read as follows:

Drugs
122B.

(A) UNLESS AUTHORIZED BY AN APPROPRIATE FED-
ERAL AGENCY, THE USES ENUMERATED IN THIS SECTION
ARE HEREBY PROHIBITED IN THIS STATE.

(a) (B) It is unlawful for any person to sell, barter, or trade,
without the certificate of a medical
LICENSED physician, the drug
or compound known generally as LSD.

(b) (C) It is unlawful for any person to have in his possession,
unless for purposes of scientific research, the drug or compound
known generally as LSD.

(c) (D) It is unlawful for any person , OTHER THAN A BONA
FIDE
LICENSED MANUFACTURER LAWFULLY AUTHOR-
IZED TO DO SO, to manufacture, make, or compound the drug or
compound known generally as LSD.
