section. Any of such funds remaining unused at the end of any
fiscal year shall be reverted into the general funds of the State
treasury.

284H-1.

(a) Each county and Baltimore City shall have three scholar-
ships of both General State Scholarships and Education Scholarships
as a minimum, making a total of seventy-two (72)
of both types of
scholarships. The remaining ninety-nine (99) of these two types of
scholarships shall be apportioned among the several counties and
legislative districts of Baltimore City according to the mathematical
formula of equal proportions as described in subsection (b) of this

(b) The formula applied to apportion the remaining ninety-nine
(99) of both General State Scholarships and Education Scholarships
shall be by these computations:
The population of each county and
Baltimore City is separately divided by the geometric mean between
the numerals 1 and 2 (1.414), next by the geometric mean

between the numerals 2 and 3 (2.449), next by the geometric mean
between the numerals 3 and 4
(3.464) and continuing in the pro-
gression so long as necessary to complete the computation. The re-
sulting quotients shall be arranged in order of size from the largest
to the smallest, and the first ninety
-nine (99) listings give additional
scholarships of both classes to the particular county or Baltimore
City, and the scholarships thus alloted to Baltimore City shall be

apportioned among the several legislative districts of the City in the
same manner.

(e) The allowable quota of both types of scholarships for each
county and the legislative district of Baltimore City shall be com-
puted by the Scholarship Board every four years and the population
figure used in these computations shall be that of the
most recent
Maryland Department of
Health's official population estimate.

EACH COUNTY AND EACH DISTRICT OF BALTIMORE CITY
SHALL HAVE ONE SCHOLARSHIP OF BOTH GENERAL
STATE SCHOLARSHIPS AND EDUCATION SCHOLARSHIPS,
MAKING A TOTAL OF TWENTY-NINE (29) EDUCATION
SCHOLARSHIPS AND TWENTY-NINE (29) GENERAL STATE
SCHOLARSHIPS.

IN ADDITION, THERE SHALL BE ONE HUNDRED AND
FORTY-TWO (142) SCHOLARSHIPS OF BOTH TYPES APPOR-
TIONED ACCORDING TO THE APPORTIONMENT OF THE
HOUSE OF DELEGATES, SO THAT THERE IS ONE SCHOLAR-
SHIP OF BOTH TYPES FOR EACH MEMBER OF THE HOUSE
OF DELEGATES.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1967.
