ance at meetings and in the discharge of their duties as members of
the Commission.
(c) The State Board of Education shall have the sole responsi-
bility for and control over the preparation, content and program-
ming of all educational television AND RADIO programs used to
supplement primary, secondary and adult education curricula in the
public schools of this State and shall have priority as to scheduling
of television AND RADIO programs during school hours. The State
Board of Education shall annually prepare a budget request to pro-
vide the funds and positions required to fulfill this responsibility.
(d) Subject to the provisions of subsection (c) above, the Mary-
land Educational [-Cultural Television] -CULTURAL Broadcasting
Commission shall have full responsibility for and control over the
preparation, content and programming of all ITS programs for the
general public.
(e) The facilities shall not be used for and the programs shall not
be devoted to a presentation of biased or one-sided aspects of par-
tisan politics, or to advocating or opposing any present or prospec-
tive political candidacy, or to advocating or opposing any legislation
currently being considered or prepared. The facility must be used in
compliance with the rules and regulations of the Federal Communi-
cations Commission.
(f) The Maryland Educational [-Cultural] -CULTURAL Broad-
casting Commission may receive and expend for the purposes of this
subtitle such grants and gifts as may be budgeted and provided for it.
(g) For the fiscal year 1966-67, any portion of the funds and
positions provided for the purposes set forth in this section in the
budget of the State Department of Education, and which are re-
quired for the Maryland Educational [-Cultural Television] -CUL-
TURAL Broadcasting Commission to fulfill its responsibilities, shall
be transferred to the Commission at the discretion of the Board of
Public Works.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal Chapter 722 of the Acts of 1966 and to repeal
Sections 208A and 208B in the Code of Public Local Laws of
Worcester County (1961 Edition, being Article 24 of the Code
of Public Local Laws of Maryland), title "Worcester County,"
subtitle "Ocean City Convention Hall Commission," as these sec-
tions and this subtitle were enacted by Chapter 722 of the Acts
of 1966; and to authorize the creation of a State debt in the
aggregate amount not to exceed $3,000,000. for the purpose of
aiding in the construction of a Convention Hall in Ocean City,
subject to the requirement that Ocean City make available the land
