tice of pharmacy and operation of pharmacies including, rules and
regulations governing the method of advertising, promotion and
standards for filling and refilling prescriptions, such regulations to
be designed to insure methods of operation and conduct which NEC-
ESSARY TO protect public health, safety, and welfare, and prevent
practices or operations which tend to lower professional standards
of conduct. Any aggrieved party or the Board may appeal to
Court of Appeals of Maryland any adverse decision of any Circuit
Court of any County or any Court of Baltimore City.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to add new Sections 387 to 395, inclusive, to Article 41 of
the Annotated Code of Maryland (1965 Replacement Volume and
1966 Supplement), title "Governor—Executive and Administra-
tive Departments," to follow immediately after Section 386 there-
of and to be under the new subtitle "35. Maryland Arts Council,"
to create the Maryland Arts Council, to provide for its members,
their terms, compensation, powers and duties, TO PROVIDE FOR
FINANCING THE PROGRAM OF THE COUNCIL AND FOR
THE DUTIES OF THE GOVERNOR IN RELATION THERETO,
to state the intention of the General Assembly in the adoption of
this Act and generally to encourage the development of the arts
in the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 387 to 395, inclusive, be and they are hereby
added to Article 41 of the Annotated Code of Maryland (1965 Re-
placement Volume and 1966 Supplement), title "Governor—Execu-
tive and Administrative Departments," to follow immediately after
Section 386 thereof, to be under the new subtitle "35. Maryland Arts
Council," and all to read as follows:
35. Maryland Arts Council
387. The General Assembly finds and declares that:
(a) Many of our citizens lack the opportunity to enjoy or partici-
pate in and develop a greater appreciation of performing, visual and
creative arts in general, such as theatrical performances, concerts,
opera, dance and ballet performances and recitals, art and art exhibi-
tions, fine examples of architecture, and creative writing;
(b) With increasing leisure time, the practice and enjoyment of
the arts are of increasing importance;
(c) Many of our citizens possess talents of an artistic and creative
nature which cannot be utilized to their fullest extent under existing
conditions;
