(k) If at any time the amount of funds credited to the mortgage
insurance fund exceeds an amount deemed adequate by the Authority
to meet its obligations, the excess shall, upon resolution duly adopted
by the members of the Authority, be paid to the Treasurer of the
State of Maryland. In the event any certificates of indebtedness
have been issued pursuant to the authorization contained in this sec-
tion, the amount of such excess payments shall be used by the Treas-
urer to retire PAY THE PRINCIPAL AND INTEREST ON any
certificates of indebtedness issued hereunder then outstanding, if
so authorized, or paid to the Annuity Bond Fund Account for the
payment of the principal and interest of the bonded indebtedness of
the State.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal Section 250 of Article 43 of the Annotated Code
of Maryland (1965 Replacement Volume), title "Health", subtitle
"Commissioners of Pharmacy", and to enact a new Section 250
in lieu thereof, to stand in place of the section so repealed, and
to repeal and re-enact, with amendments, Section 258 of Article
43 of the Annotated Code of Maryland (1965 Replacement Volume),
title "Health", subtitle "Commissioners of Pharmacy", providing
for and defining the practice of Pharmacy and defining the term
Pharmacy and authorizing the Board of Pharmacy to promulgate
rules and regulations governing the standards of the practice of
pharmacy and the operations of pharmacies and relating generally
to such rules and regulations and to appeals from action thereunder.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 250 of Article 43 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Health", subtitle "Commissioners
of Pharmacy", be and it is hereby repealed; and that a new Section
250 be and it is hereby enacted in lieu thereof, to stand in the place
of the section so repealed, and that Section 258 of Article 43 of the

"Health", subtitle "Commissioners of Pharmacy", be and it is hereby

(a) The "Practice of Pharmacy" is the practice of that profession

dispensing of drugs, medicines and devices used in the diagnosis,
