Notwithstanding anything to the contrary in this article, any
person retired from membership in the Teachers' Retirement System
of the State of Maryland, may, at his option, elect to have the
premium or any part thereof, for State approved, medical insurance
for retired State Teachers, deducted from his annuity by the
Teachers' Retirement System and paid on his behalf to the carrier
so approved.
Sec. 3. And be it further enacted, That a new section be and
it is hereby added to Article 88B of the Annotated Code of Mary-
land (1957 Edition and 1966 Supplement), title "State Police" sub-
title "State Police Retirement System," said new section to follow
immediately after Section 53(12), and to be known as Section 53
(13), and to read as follows:
53.
(13) Election to have premiums for State approved medical in-
surance paid out of annuity—
Notwithstanding anything to the contrary in this Article, any
person retired from membership in the State Police Retirement Sys-
tem of the State of Maryland, may, at his option, elect to have
the premium or any part thereof, for State approved medical in-
surance for retired State Police, deducted from his annuity by the
State Police Retirement System and paid on his behalf to the carrier
so approved.
Sec. 4. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety, and having
been passed by a yea and nay vote supported by three-fifths of
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its passage.

(House Bill 459)
AN ACT to repeal and re-enact, with amendments, Section 102 of
Article 11 of the Annotated Code of Maryland (1957 Edition),
title "Banks and Trust Companies," subtitle "General Regula-
tions," to provide that when deposits in banks, savings institutions
or trust companies are made in the name of two or more persons,
payments may be made to any named person or the survivor of
them.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 102 of Article 11 of the Annotated Code of Maryland
(1957 Edition), title "Banks and Trust Companies," subtitle
"General Regulations," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
