Whereas, Prince George's County has been held immune to the
suit of Mr. Oertly because of its governmental immunity and no
insurance was provided at the time of Mr. Oertly's injuries by the
County which would have compensated Mr. Oertly, and
Whereas, It is desirable to authorize the County to pay a sum to
Mr. Oertly to compensate him for his damages, now, therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of County Commissioners of Prince George's County
is authorized and directed to include in the next county budget a
sum to be determined by the County Commissioners as an award in
compensation for damages. This sum shall be paid to Louis B. Oertly
in full compensation and satisfaction for damages suffered as the
result of personal injuries occurring at the Central High School in
Seat Pleasant, Prince George's County, on October 12, 1962. Before
payment of this sum, Louis B. Oertly shall give to Prince George's
County a full and complete release of his claims arising out of the
injuries suffered on October 12, 1962 in such form as the County
Solicitor may approve.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to add new Section 21 (k) to Article 66B of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Zoning and Planning," subtitle "Planning," subheading "Title 2.
Zoning," to follow immediately after Section 21 (j) thereof, to
grant certain powers to the County Commissioners of Frederick
County in zoning matters.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 21 (k) be and it is hereby added to Article 66B
of the Annotated Code of Maryland (1957 Edition and 1966 Supple-
ment) , title "Zoning and Planning," subtitle "Planning," subheading
"Title 2. Zoning," to follow immediately after Section 21 (j) thereof,
and to read as follows:

(k) In Frederick County, notwithstanding any other provisions
of the law, the County Commissioners, upon the zoning or rezoning
of any land or lands, may impose such restrictions, conditions or
limitations as may be deemed by them to be appropriate to preserve,
