(f)   The control of any land, buildings or other acceptable facili-
ties shall be in accord with agreements reached between the Board
and the person, corporation or agency having jurisdiction over such
properties. No power or authority conferred by this section shall be
construed to abridge or limit the power of the County Commis-
sioners, the Board of Education, or of any government agency or
any person or corporation, to refuse to permit or limit the use of
any ground, building or facility under their control, ownership or
jurisdiction.

(g)  The Board shall employ a Director of Parks who shall serve
at its pleasure at a salary to be determined by the Board, but such
salary to be subject to the approval of the County Commissioners.
The Board shall also appoint a legal counsel, who shall serve at its
will, at
a salary to be determined by the Board, but such salary to
be subject to the approval of the County Commissioners. The Direc-
tor shall be a person with the capacity to initiate and maintain a
park program under his general supervision. The Director shall hire,
subject to the approval of the Board and County Commissioners,
such additional personnel as are necessary to implement the pro-
grams of the Board at salaries to be set by the Board and approved
by the County Commissioners.

(h) The Board shall submit to the County Commissioners an
annual report of its activities, together with recommendations for
further activities and development of the county park programs. It
shall also submit an annual budget, pursuant to the requirements
of law, itemizing the appropriations necessary for the performance
of its functions and duties.

(i) The County Commissioners, by and through the Board, may
join or corporate with the Federal Government, the State of Mary-
land, or with any municipality or other governmental agency in pro-
viding, establishing, conducting and maintaining a park program in
the County.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1967.

CHAPTER 531
(Senate Bill 516)

AN ACT to add a new Section 27 (d) to Article 64A of the Anno-
tated Code of Maryland (1964 Replacement Volume and 1966
Supplement), title "Merit System," to follow immediately after
Section 27 (c) thereof, requiring the State Employees' Standard
Salary Board by rule and regulation to provide for the payment
of shift differentials and providing generally for the terms, con-
ditions, and issue of these rules and regulations.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 27 (d) be and it is hereby added to Article 64A
of the Annotated Code of Maryland (1964 Replacement Volume and
