recreational purposes; and for the acquisition, construction, re-
construction, installation, erection, protection, extension, enlarge-
ment, renovation or modernization of, and additions to, public park
or recreational buildings, structures or facilities; and for the ac-
quisition and installation of equipment for any and all new facilities
authorized to be constructed, erected or established under the pro-
visions hereof, and for doing any and all things necessary, proper
or expedient in connection with or pertaining to any or all of the
matters or things hereinbefore mentioned.
Sec. 4. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(Senate Bill 508)
AN ACT to repeal Chapter 535 of the Laws of Maryland of 1959,
which authorized the Mayor and City Council of Baltimore to
issue certificates of indebtedness to an amount not exceeding Three
Million Dollars ($3,000,000.00), the proceeds thereof to be used
for the acquisition of land, or any rights therein, and for con-
structing, erecting, and equipping thereon such building, buildings,
structure or structures for a Central Health and Morgue Building
in the City as may be provided from time to time by ordinance or
ordinances of the Mayor and City Council of Baltimore, and which
authorized said municipality to submit an ordinance or ordinances
for said purposes to the legal voters of Baltimore City for their
approval or disapproval.
Whereas, Chapter 535 of the Laws of Maryland of 1959 author-
ized the Mayor and City Council of Baltimore (hereinafter some-
times called "City") to borrow $3,000,000.00, and to use such funds
for the acquisition of land, or any interest therein, and for con-
structing, erecting and equipping thereon such building, buildings,
structure or structures for a Central Health and Morgue Building
in the City, providing the same was first submitted to the legal voters
of Baltimore City for their approval or disapproval; and
Whereas, no ordinance authorizing the City to borrow the afore-
mentioned sum of $3,000,000.00 has been approved by the legal voters
of Baltimore City, and no bonds have been issued and sold for said
purposes; and
Whereas, it has been determined that it would not now be in the
best interest of the City to borrow the aforementioned sum of
$3,000,000.00 for the specific purposes set forth in said Chapter 535;
now, therefore,
